Meeting was called to order at 7:35 pm and the following members were
present:

I.  Reading and Approval of Minutes from February 17, 1999
A motion was made by Commissioner Webster and seconded by Commissioner
Girard to approve the minutes from February 17th as amended.  The
amendments are as follows:
  page 2 - change Michael Smith's first vote from "Abstain" to "Aye" and
Michael Smith's
       second vote from "Aye" to "Abstain" 
  page 3 - Omit "will be" from the first sentence
So voted:

II.  Correspondence 
1.  FYI - Copy of the Zoning Agenda for March 23, 1999.  Received &
Acknowledged
2.  NOTICE that CRMC has under consideration the application of William S.
& Marilyn A. Munger, 102 Cole Street, Jamestown for a State of RI Assent
to construct and maintain: modifications to an existing marina facility to
consist of: extending the existing 12-foot wide wave screen/fixed pier
approximately 155' +/- to the east and 236' +/- to the north with (3)
sixty (60) foot by ten to twelve (10-12) foot wide fixed, finger piers
extending east/west within 

the wave screen and constructing a 10' x 170' +/- access pier from
Conanicus Avenue to the existing dockage.
      The marina perimeter limit shall be expanded to encompass these
modifications.
      The new dockage will result in an increase by 20 boat/slip count
from 64 to 84 capacity (see attached plans), located at One Ferry Wharf,
Jamestown, Plat 9/Lots 354, 791D, 791E.  Received & Acknowledged

A motion was made by Commissioner Webster and seconded by Commissioner
Girard to move Commissioner Webster's letter to New Business.  So voted:

a.  Town Planner's Submitted Report
A motion was made by Commissioner Webster and seconded by Commissioner
Girard to move Wastewater Management and OS I & II draft to New Business.
      So voted:

b.  Town Committees
Quonset/Davisville Committee - Commissioner Webster reported that there
will be a meeting on March 16th

Highway Barn Committee - Commissioner Brennan reported that there will be
a meeting at 4:30 pm at the Police Station on March 4th.
      The Planner added that the Town Council wants the Committee to look
in to equipment and storage needs.

V.  Old Business
1.  Mackerel Cove Heights - Preliminary Review continued 
James Quattrocchi reviewed the plans and introduced Mr. Angilli.  Mr.
Angilli reviewed the engineering plans with the Town Engineer.
       The Planning Commission reviewed the new Memorandum from Mr. Hall
in addition to other outstanding items. 

The Town Engineer agreed to check the groundwater level in the test pipes
over the next couple of weeks.
      The applicant will provide a full set of revised plans and the Town
Engineer will review and list the plans with revision dates for
pre-approval.  

The Planner requested that the Town Solicitor review the covenants.

Commissioner Webster suggested wording be provided in the covenants that
the maintenance of the drainage system outside the right-of-way is the
responsibility of the homeowners.

A motion was made by Commissioner Hubbard and seconded by Commissioner
Webster for the applicant to go on to the public hearing for April 7th.
      So voted:

The applicant agreed to an extension of review time for preliminary
review.

A motion was made by Commissioner Webster and seconded by Commissioner
Milot to extend the date to April 7, 1999.  So voted:

2.   Froberg Subdivision - Preliminary Review
Wesley Grant, III requested, on behalf of the Froberg's, the use of a
cul-de-sac and gravel instead of pavement for the road.

A motion was made by Commissioner Webster and seconded by Commissioner
Girard to grant waiver to allow applicant to install a gravel hammerhead
in the Right of Way with the provision that they (the applicant) maintain
the hammerhead move east so the gravel will clear the 30" pine tree (keep
the radius of curvature on drawing).  So voted:

Webster to set the public hearing for April 7th.  So voted:

VI.  New Business
1.  Conanicut Marine - Development Plan & Review
William Munger reviewed his request for expanding the wave screen for
protection of the marina.
      Required parking will be off site at the Knowles Court lot (behind
the old Moll's garage site).  

After discussion regarding screening for the parking lot a motion was made
by Commissioner Webster and seconded by Commissioner Barker to approve the
development plan showing 16 parking spaces on lot 602 with the option of
providing access to lot 73 by relocating spaces 14 - 16.
      Required screening from residential area may be Rosa Rugosa or a
compact planting screen meeting the requirements of Section 1207 of the
zoning Ordinance.  So voted:

Motion carried by a vote of 6-2

A motion was made by Commissioner Milot and seconded by Commissioner
Girard to oppose the addition of 20 extra dock spaces.  So voted:

Motion does not carry by a vote of 1-7

  
2.  Wastewater Management
Commissioner Hubbard reported that if any Commissioner is interested in
the Wastewater Management Program as a representative from the Planning
Commission to contact the Planning Office.

3.    Highway Barn Letter
A motion was made by Commissioner Brennan and seconded by Commissioner
Barker to approve the Planner's letter and to forward it to the Town
Council.  So voted:

4.  OS I & II draft
The Planning Commission reviewed the draft.  The Planner spoke with the
Town Solicitor on this matter and the hearing is going forward on March
10th at the Library.
      If the Commission has any changes to the cover memo they can notify
the Planner.

5.  Commissioner Webster's letter
A motion was made by Commissioner Webster and seconded by Commissioner
Barker to table Commissioner Webster's letter until the next meeting.
      So voted:
