PLANNING COMMISSION MINUTES
February 17, 1999
7:30 PM
 Town Hall

Meeting was called to order at 7:33 pm and the following were present:

Also present: Lisa Bryer, AICP - Town Planner
     Chris Powell - Conservation Commission
     Richard Tyre - Conservation Commission

I.  Reading and Approval of Minutes from February 3, 1999
A motion was made by Commissioner Webster and seconded by Commissioner
Milot to approve the minutes from February 3rd as amended.  The amendment
is as follows:
  page 3: Section A, #1 - add "Plan" to "Jamestown Comprehensive"
  page 4: Section D, #3 - change the second sentence to read "The property
owner shall pay 
 the Lawless (of 71 Coronado Street) the proportionate..." 
So voted:

Gary Girard - Abstain        Rob Lambert - Aye
Arthur Milot - Aye        Sue Barker - Abstain
Dennis Webster - Aye
Motion carries by a vote of 5-0
II.  Correspondence 
1.  RIDEM to Steven J. Goslee, Jamestown Department of Public Works, 44
Southwest Avenue, Jamestown; Insignificant Alteration Permit RE:
Application # 98-0436 in reference to the property and proposed project
located: approx.
     50' south of West Reach Drive as its western embankment of Rosebud
Pond, approx.
     750' east of its intersection with Fly Jib Court, Plat 3/Lot 540,
Jamestown for a proposed dry hydrant.  Received & Acknowledged

III.  Citizen's Non Agenda Item
With nothing at this time move onto Reports.

IV.  Reports
a.  Town Planner's Submitted Report
The Planner and the Commission discussed the Comprehensive Plan.
      A motion was made by Commissioner Barker and seconded by
Commissioner Girard to hold workshops to solicit public participation for
the Comprehensive Plan and not form a citizen's advisory committee.
      So voted:

Motion carries by a vote of 6-0

b.  Town Committees
Quonset/Davisville Committee - Commissioner Webster reported that there
will be a workshop held at the Library on March 2nd at 7:30 pm.

Harbor Management Commission - Commissioner Webster reported that the
Commission has reviewed Bill Munger's pier extension.

In a matter that relates to Open Space, Commissioner Webster reported that
the Federal Government is planning on spending a large amount of money to
demolish the buildings on Gould Island. 

Parking Committee -  Commissioner Girard reported that there will be a
meeting next Wednesday, February 24th to discuss the right-of-way report.

Highway Garage Committee - The Planner reported that there will be a
meeting Thursday, February 18th at 5:30 pm at the Police Station.
      The RI Turnpike and Bridge Authority denied the request to use their
property.

V.  Old Business
1.  Tree Ordinance
Commissioner Hubbard handed out changes proposed by the Town
Administrator.
      The Conservation and Planning Commission's discussed who should
record the minutes for the Tree Committee.

A motion was made by Commissioner Girard and seconded by Commissioner
Milot to approve the 3 changes to the proposed Tree Ordinance to address
the Town Administrator's concerns.
      The Following is a list of changes on page 4:
  4 (h) - add secretary to list of officers
  5 (f) - the Tree Committee shall maintain its own records
  5 (h) - fees will be reviewed at this time
So voted:

Motion carries by a vote of 7-0

The Chair reported that the Town Council wanted to see the Tree Ordinance
will be on the Town Council's next agenda.
Commissioner Hubbard suggested that the Planner write a cover letter.
      A motion was made by Commissioner Barker and seconded by
Commissioner Girard to forward the Tree Ordinance to the Town Council for
the February 22nd meeting with a cover letter as endorsed by the
Commission.  So voted:

Motion carries by a vote of 7-0

1.  Open Space I & II Zoning Amendment 
Commissioner Hubbard handed out her suggested changes to the proposed Open
Space document.  

In addition to the agreed upon changes the Commission agreed (1) to amend
Section 200 that discusses the number of zones and (2) to show all open
space zones on the revised amendment.

A motion was made by Commissioner Smith and seconded by Commissioner
Girard to send the amended Open Space amendment to the Town Council.
      So voted:
Betty Hubbard  - Aye         Michael Smith - Aye
Gary Girard - Aye         Rob Lambert - Aye
Arthur Milot - Aye        Sue Barker - Aye
Dennis Webster - Aye
Motion carries by a vote of 7-0

The 2 representatives from the Conservation Commission were in agreement
also.

VI.  New Business
Dick Allphin brought up the issue of commercial signs on the bus stop at
Helm Street.
      The Planning Commission recommended that he approach the Town
Council on this issue.
      The Planning Commission and Conservation Commission fully supported
his position of the Town building their own shelters to get rid of the
existing shelters with their commercial signage.
