PLANNING COMMISSION MINUTES
January 20, 1999
7:30 PM
 Town Hall

Meeting was called to order at 7:40 pm and the following members were
present:
Betty Hubbard       Michael Smith

Also present: Lisa Bryer, AICP - Town Planner
     Kimberly Turcone - Recording Secretary

I.  Reading and Approval of Minutes from January 20, 1999
A motion was made by Commissioner Girard and seconded by Commissioner
Barker to approve the minutes from January 6th as amended and with the
Asselin letter.  Amendments are as follows:
  page 3   Section VI; reword votes taken from "Deny" to "Aye";
     Section VI #2 omit the coma
So voted:

Gary Girard - Aye         Rob Lambert - Aye
Arthur Milot - Abstain    Dennis Webster - Abstain
Mary Brennan  - Aye       Sue Barker - Aye
Motion carried by a vote of 5-0

II.  Correspondence 
1.  RIDEM Request for Preliminary Determination to Steven Goslee, Town of
Jamestown RE: approx.
     500 feet southwest of the east of the North Pond Reservoir Dam,
approx.
     800 feet southeast of North Road for a municipal well located at Plat
4, Lot 6.  Received & Acknowledged
2.  US Army Corps of Engineers PUBLIC NOTICE whereas; James D. Bishop,
Sr., 50 Bay View Dr., Jamestown has requested a Corps of engineers permit
to construct and maintain a 4' x 164' timber pier.
      There is no ramp or float associated with this project.
      The structure will extend approx.
     124' beyond mean high water in the east Passage of Narragansett Bay.
      Received & Acknowledged
3.  FYI copy of a letter to the Planner from Endless Energy Corp.  The
Commission discussed.
4.  CRMC Finding No Significant Impact to Joseph R. Cappucio, 503 Seaside
Drive, Jamestown RE: CRMC File #F98-12-68 - Construct a 13' x 12' open
deck.  Located at Plat 3/Lot 25; 503 Seaside Dr.  Received & Acknowledged
5.  CRMC Finding No Significant Impact to David Guiney, 43 Avondale Rd,
West Hartford, CT.
      06117, RE: Replace rolled roofing, replace roof shingles at 32 East
Shore Rd., Jamestown, Plat 9/Lot 69.  Received & Acknowledged
 
III.  Citizen's Non Agenda Item
With no citizens present move on to Reports.

IV.  Reports
a.  Town Planner's Submitted Report
 The Planner and the Commission discussed whether or not to have a
Citizen's Advisory  Committee.
      The issue was deferred until the first meeting in February when the
statistics are compiled from the Comprehensive Plan Public Survey.
 
b.  Town Committees
 Highway Barn Committee - Commissioner Brennan reported that the Committee
will meet  tomorrow to address the concerns of the north-end residents.
      The Planner added that the  residents have hired their own engineer.
 
 Quonset/Davisville Committee - Commissioner Webster reported that the
consultant's have  given the committee material to review.
      He also stated that there will be three 9 hour  workshops in
February.
 
 Commissioner Hubbard reported that she will meet with the Town
Administrator to discuss the  Tree Ordinance regarding the cost of hiring
a Tree Warden on a consultant basis.
      The  Commission was comfortable suggesting $5,000 - $10,000 a year
for such duties.

V.  Old Business
a.  Proposed Open Space Zoning Amendment 
After some discussion a motion was made by Commissioner Girard and
seconded by Commissioner Barker to accept the titles of Conservation
Preserve (formally OS I) and Park and Recreation (formally OS II).
      So voted:
Betty Hubbard  - Aye         Michael Smith - Aye
Gary Girard - Aye         Rob Lambert - Aye
Arthur Milot - Aye        Dennis Webster - Nay
Mary Brennan  - Nay       Sue Barker - Aye
Motion carried by a vote of 6-2

A motion was made by Commissioner Girard and seconded by Commissioner
Barker to accept under the two titles of Conservation Preserve and Park
and Recreation the definitions as was discussed and agreed upon by the
Commission.  The definitions will read as follows:
 Conservation Preserve - Intended to preserve, protect and enhance where
appropriate
 environmentally sensitive and natural resource areas such as conservation
areas,
 watersheds, reservoirs, wildlife refuges and wetlands.
 
 Park and Recreation - The purpose of this zone is to allow recreation
activities that will
 not substantially impact the historic, scenic and/or environmental
character of the
 zoning district, nor compromise natural resources.
So voted:

Gary Girard - Aye         Rob Lambert - Aye
Arthur Milot - Aye        Dennis Webster - Aye
Mary Brennan  - Aye       Sue Barker - Aye
Motion carried by a vote of 7-0

Commissioner Hubbard asked the Planner to find a place in the Zoning
Ordinance to place the additional verbiage related to development within
the Open Space zones for the next meeting.
      She also asked the Commission how they felt about municipal uses
within the open Space zone.
      Most Commissioners felt it should be kept out of Conservation
Preserve and Park and Recreation.
      Commissioner Hubbard asked the Commissioner's to think about
standards for citing for municipal facilities for the next meeting.

VI.  New Business
With no New Business meeting adjourned at 10:18 pm.
