PLANNING COMMISSION MINUTES
October 7, 1998

Meeting was called to order at 7:34 pm and the following were present:

     Norma Willis 

I.  Reading and Approval of Minutes from September 16, 1998
A motion was made by Commissioner Brennan and seconded by Commissioner
Girard to approve the minutes from September 9th as written.  So voted:

Gary Girard - Aye         Mary Brennan - Aye
Arthur Milot - Abstain    Rob Lambert - Aye
Michael Smith  - Aye         Dennis Webster - Aye
Motion carries by a vote of 7-0

II.  Correspondence 
1.  CRMC ASSENT #A98-8-48 whereas, Neil & Doris Sullivan, 179 Kay Street,
Newport has applied to CRMC to: maintain the existing residential boating
facility as approved by Harbors and Rivers Commission, location of the
residential boating facility is 388 East Shore Road, Jamestown, Plat 4/Lot
49.  Received & Acknowledged
2.  CRMC ASSENT #A94-09-137 whereas, Anne Ewing, P.O. Box 585, Jamestown
has applied to CRMC to: maintain the existing residential boating facility
as approved by the Army Corps of Engineers/ Harbors and Rivers Commission,
location of the residential boating facility is 90 Racquet Road,
Jamestown, Plat 9/Lot 330. Received & Acknowledged
3.  CRMC Residential Assent #A98-5-54 whereas, Philip & Kristin Zhivago,
381 Seaside Drive, Jamestown, has applied to CRMC to: conduct clearing,
trash removal and landscape work, located at 381 Seaside Drive, Jamestown,
Plat 16/Lot 237. Received & Acknowledged
4.  CRMC FINDING NO SIGNIFICANT IMPACT to Marcia Sallum, 7 High Street,
Jamestown, RE: construct dormer additions and "turret".
      Replace shed roof with gable roof existing addition to 7 High
Street, Jamestown, Plat 9/Lot 296. Received & Acknowledged
5.  CRMC FINDING NO SIGNIFICANT IMPACT to David & Dianne Piccoli, 38 East
Shore Road, Jamestown RE: c/m a 3' x 10' wide long wooden arbor on the
west side of dwelling, c/m 10' x 32' long arbor on east side of dwelling
located at 38 East Shore Road, Jamestown, Plat 7/Lot74.
     Received & Acknowledged
6.  CRMC CEASE & DESIST to Edward & Louise White, 5908 Nevada Ave. NW ,
Washington, DC, "It has come to the attention of the CRMC that you or your
agent have undertaken clearing of vegetation on a coastal embankment and
on the property of others from your property located at Plat 10/Lot 2; 140
Highland Drive, Jamestown, without benefit of a CRMC assent or in
violation of a Council order.
      The vegetation has been disposed of on the coastal embankment."

III.  Citizen's Non Agenda Item
With nothing at this time move on to Reports.

IV.  Reports
a.  Town Planner's Submitted Report
b.  Town Committees
Quonset/Davisville Committee - Commissioner Webster reported that Monday's
workshop received a good turnout.  

Cellular Tower Committee - Commissioner Webster and Commissioner Barker
reported they are searching the Internet for ordinances regarding cellular
towers.

Parking Committee - Commissioner Girard reported that the Committee is
reviewing their winter schedule.

Highway Barn Committee - Commissioner Brennan reported that the Committee
had a large turnout at their last meeting.
      Many abutters voiced their concerns about potential highway barn
sites.

V.  Old Business
a.  Tree Ordinance - discuss proposed new ordinance
The Planning Commission and Norma Willis reviewed and amended the Tree
Ordinance.
      The Commission asked the Planner to rewrite and make the appropriate
changes to the ordinance for the Planning Commission to review at the next
meeting.

VI.  New Business
a.  Maximum Size of Accessory Structures - discussion and recommendation
to Zoning Board
The Planning Commission reviewed and discussed a recommendation to the
Zoning Board.
      The Commission decided to table further discussion until the next
meeting.

b.  Taylor Point Erosion
The Planning Commission asked the Planner to contact the Town Engineer to
review the application and see if work can be done on the site.
