PLANNING COMMISSION MINUTES
August 5, 1998
7:30 PM
 Jamestown Town Hall

The meeting was called to order at 7:35 pm and the following members were
present:
Betty Hubbard       Richard Waters
Gary Girard         Mary Brennan

Dennis Webster      Sue Barker

Also present:    Lisa Bryer, AICP - Town Planner
     Kimberly Turcone - Recording Secretary

I.  Reading and Approval of Minutes from July 15, 1998
A motion was made by Commissioner Webster and seconded by Commissioner
Girard to approve the minutes from July 15th as written.  So voted:
Betty Hubbard  - Aye         Richard Waters - Aye
Gary Girard - Aye         Mary Brennan - Aye
Arthur Milot - Aye        Rob Lambert - Abstain
Dennis Webster - Aye         Sue Barker - Aye
Motion carried by a voted of 7-0

II.  Correspondence 
1.  CRMC FINDING NO SIGNIFICANT IMPACT to the Town of Jamestown/Planning
Office, P.O. Box 377 RE: Relocate fence at the Town (Shore Head's) Beach
20-feet to accommodate parking and install gravel parking area located on
Seaside Drive, Plat 16/Lots 5-8. Received & Acknowledged
2.  FYI "Tired of plowing through traffic, take the ferry" article from
the Providence Journal.  Received & Acknowledged
3.  FYI "In RI Hypertourism is an idyll threat" article from the
Providence Journal.  Received & Acknowledged

III.  Citizen's Non Agenda Item
With nothing at this time move onto Reports.

IV.  Reports
a.  Town Planner's Submitted Report
In addition to her submitted report, the Town Planner stated that the
finalized Open Space Amendment will be going to the Town Council for their
next meeting.
      The Planning Commission will receive a copy of it at the next
meeting in September.

b.  Town Committees
Quonset Point/Davisville Committee - Commissioner Webster reported that
the Stakeholders will be briefed about what they need and what is required
(container-ship port) at the site.

Parking Committee - Commissioner Girard reported that the Town Council
discussed the use of a Town sticker for the Shores beach at a public
hearing.
      The Town Council asked the Town Solicitor to look into the matter.
      The Committee has also been working on several possibilities for a
fire lane and loading zone at East Ferry.
      The Town planner stated that Town Officials have met and agreed to
shorten the fire lane to 61' to accommodate a fire truck and rescue.  

Highway Barn Committee - Commissioner Brennan stated that the committee is
still discussing different locations for the Highway Barn along with the
pros and cons of each lot.
  
V.  Old Business
1.  Zoning and Other Amendments Continued Discussion
The Planning Commission discussed the Planner's recommendation to Section
602.2.  A motion was made by Commissioner Hubbard to add as amended,
Section 602.2 before the other paragraph of the proposed Zoning Ordinance
amendments that are ready for the Town Council's review.
      Section 602.2 will read: "For the purposes of this ordinance, all
regulations provided in this ordinance relating to aquaculture shall apply
only to aquaculture operations above mean high water or to impacts on land
above mean high water from aquaculture operations at or below mean high
water."  So voted:

Motion carried by a vote of 8-0

A motion was made by Commissioner Webster and seconded by Commissioner
Milot to approve and send the aquaculture amendments with changes to the
Town Council and for the Planner to draft the appropriate language with
findings of fact.
      The Planner will also mail the findings of fact to the Planning
Commission so members can approve it through the mail.  So voted:

Motion carried by a vote of 8-0

The Planning Commission discussed the East Ferry parking ordinance.
      Commissioner Waters motioned to send the parking amendments to the
Town Council as amended.  Discussion was tabled until the next meeting and
motion died.
 
2.   Comprehensive Plan Survey - Results of Comments 
Planning Commission reviewed results.

VI.  New Business
Commissioner Webster reported that Newport Electric will be selling the
generators off Tashtassuc Road.
      Commissioner Webster also stated his concern for AT&T buying the
land to put a cellular antenna tower up.
