PLANNING COMMISSION MINUTES
June 3, 1998
7:30 PM
Jamestown Town Hall

The meeting was called to order at 7:30 pm and the following members were
present:
Betty Hubbard          Richard Waters
Gary Girard            Mary Brennan
Arthur Milot           Rob Lambert
Michael Smith          Dennis Webster
Sue Barker

Also present: Lisa Bryer, AICP - Town Planner
     Kimberly Turcone - Recording Secretary

I.  Reading and Approval of Minutes from May 20, 1998
A motion was made by Commissioner Barker and seconded by Commissioner
Girard to approve the minutes from May 20th as written.  So voted:
Betty Hubbard - Aye          Richard Waters - Abstain
Gary Girard - Aye            Mary Brennan - Aye
Arthur Milot - Abstain       Rob Lambert - Aye
Dennis Webster - Aye            Sue Barker - Aye
Motion carries by a vote of 6-0

II.  Correspondence
1.  CRMC NOTICE OF VIOLATION to Stephen & Holly Howard; have undertaken
exterior construction on an existing dwelling, within 200 feet of a
coastal feature from their property located at Plat 8, Lot 264, 24 Bayview
Drive, Jamestown without benefit of a CRMC assent.
      Received & Acknowledged
2.  CRMC FINDING NO SIGNIFICANT IMPACT to Cynthia & Chris Antonelli, 221
Seaside Drive, Jamestown RE: c/m a 14' x 22' above ground pool and
associated deck located at 221 Seaside Drive, Plat 15, Lot 208.
       Received & Acknowledged

III.  Citizen's Non Agenda Item
With nothing at this time move on to Reports

IV.  Reports
a.  Town Planner's Submitted Report
The Planner reported that the Thompson Zone Change (New Business #2) has
been tabled as per requested by the applicant.

b.  Town Committees
Highway Barn Committee - Commissioner Brennan reported that the Committee
has met 3 times and is presently visiting various sites that would be
appropriate for the Highway Barn.

Parking Committee - Commissioner Girard reported that the Committee
continues to work on parking at Ft. Getty and is waiting for a
recommendation form the Town Council.
      The Committee is also trying to get the State to "okay" parking
under the Jamestown Bridge (Seaside Drive).

(Commissioner Smith arrives at 7:40 pm)

Harbor Management - Commissioner Webster reported that the Commission has
sent the Town Council a letter requesting Federal funding to complete the
work on the waterfront Downtown. 

Quonset/Davisville Port Committee - Commissioner Webster reported that
Jamestown will have a seat on the State Holders Committee.

Land Bank - The Planner reported that the Town went before a Senate
hearing yesterday (6/2) for the Land Bank.
 
V.  Old Business
With nothing at this time move on to New Business

VI.  New Business
1.  James Thompson/Bayview Condominiums Zone Change - Recommendation to
Town Council
 Due to the request of the applicant, discussion was tabled
 
2.  Comprehensive Plan
After some discussion the Commission asked the Planner to make a list of
which Committees, Boards, etc. would be involved with review/writing of
the Comprehensive Plan.

3.   Discussion of Planning Commission Work Sessions
A motion was made by Commissioner Webster and seconded by Commissioner
Girard to designate the first Wednesday of the month for considering
applications for subdivision and zoning  related matters and to devote the
second meeting of the month to work sessions for planning purposes.
      So voted:

Gary Girard - Aye            Mary Brennan - Aye
Arthur Milot - Aye           Rob Lambert - Aye
Michael Smith  - Aye            Dennis Webster - Aye
Sue Barker - Aye
Motion carries by a vote of 9-0

4.  Election of Officers
Commissioner Waters opened the nomination session and nominated Betty
Hubbard for Chair, Gary Girard for Vice Chair and Arthur Milot for
Secretary.
      Arthur Milot voted for the slate and nominations were closed and
approved. 

(Commissioner Brennan suggested that the Planning Commission write a
letter to the Governor's
   Highway Safety Commission to do something about the seat belt bill
boards on both approaches
   of the bridges.

A motion was made by Commissioner Brennan and seconded by Commissioner
Girard to write a letter to the Governor's Highway Safety Commission for
both billboards to be removed because they are an eye soar.

Dick Allphin suggested that the Planner call DOT first.
      Commissioner Brennan also suggested the Planner call DOT for an
expiration date of the signs and to report back to the Commission at the
next meeting.  

Commissioner Brennan withdrew the motion.

(After some discussion regarding bike paths, Commissioner Barker asked if
the Planner could 
   look into ISTEA Greenways funding for a bike path in Jamestown.

Meeting was adjourned at 8:57 pm
