PLANNING COMMISSION MINUTES
March 18, 1998
7:30 PM
Jamestown Town Hall

Meeting was called to order at 7:35 pm and the following were present:

     Kimberly Turcone - Recording Secretary
     Jim Estes - Hamilton Avenue Subdivision

I.  Reading and Approval of Minutes from March 4, 1998
A motion was made by Commissioner Milot and seconded by Commissioner
Girard to approve the minutes of March 4th as amended.  The amendment is
as follows:
  page 4; Section IV, #1 - add to last sentence of motion "...Jamestown
signs off the
  John Eldred Parkway with the Town..."
So voted:

Gary Girard - Aye            Mary Brennan - Aye
Arthur Milot - Aye           Rob Lambert - Aye

Motion carries 7-0
II.  Correspondence
1.  CRMC ASSENT to Donald & Ann Muir of 44 East Shore Rd, Jamestown to
construct and maintain: a residential boating facility to consist of a 4'
x 114.5' fixed timber pier, a 3' x 18' ramp, and a 150 square foot float. 
The terminal end of the dock will extend to 65'+/- beyond mean low water
(plat 7, lot 73).  Received and Acknowledged
2.  CRMC CEASE & DESIST ORDER to Robert Gallucci of 52 East Shore Rd,
Jamestown for building a boat launching ramp (plat 7, lot 98) without
benefit of a CRMC assent.  Received and Acknowledged
3.  FYI: Copy of the Agenda for the Zoning Board meeting on March 24th. 
Received and Acknowledged
4.  Copy of memo to the Town Council from the Planning Commission RE:
Recommendation for Adoption of Tree Ordinance.  Received and Acknowledged
5.  Copy of memo to the Interim Town Administrator from the Town Planner
RE: Tree Preservation and Protection Ordinance.  Received and acknowledged
6.  Copy of memo to the Town Council from the Planning Commission RE:
Quonset/Davisville Port & Commerce Park.  Received and Acknowledged
7.  Copy of memo to the Town Council from the Planning Commission RE: Sign
at Country Club.  Received and Acknowledged

III.  Citizen's Non Agenda Item
With nothing at this time move on to Reports.

IV.  Reports
a.  Town Planner's Submitted Report
b.  Town Committees
Harbor Commission - Commissioner Webster reported that the Harbor
Commission voted to send Sam Patterson to the Quonset/Davisville Port &
Commerce Park Committee to represent the Harbor Commission.
      There will also be a meeting to discuss using Federal grant money to
make repairs to East Ferry and West Ferry.

Town Council - Commissioner Webster reported that the Town Council
reviewed the memos that the Planning Commission sent them.
      They will advertise for members for the Quonset/Davisville Port &
Commerce Park Committee, send the Tree Ordinance back to the Conservation
Commission and look further into the sign at the Country Club.

V.  Old Business
1.  Jim Estes - Hamilton Avenue Subdivision
The Planning Commission reviewed with Mr. Estes the Technical Review
Committee's (TRC) comments.
      Several Commissioners wanted to see a drainage and grading site plan
but further discussion requiring such a plan was left until another
meeting.
      Commissioner Smith stated that he would like to review a topography
site plan and the Commission agreed.  Mr. Estes stated he would provide a
topography site plan.
      The Planner suggested that Mr. Estes meet with the TRC at their next
meeting.
   
2.  DEM Reorganization Bill
Because Commissioner Waters was not present, discussion was tabled until
further notice. 

VI.  New Business
The Commission discussed several issues regarding water, the Comprehensive
Plan survey and illegal accessory apartments.

A motion was made by Commissioner Brennan and seconded by Commissioner
Girard to adjourn the meeting at 10:30 pm.
