PLANNING COMMISSION MINUTES
February 18, 1998

The meeting was called to order at 7:32 pm.
The following members were present:

Also present: Lisa Bryer, AICP - Town Planner
Kimberly Turcone - Recording Secretary
I. Reading and Approval of Minutes from February 4, 1998
The clerk pointed out 2 amendments on page 1, both votes should have been
carried by at vote of 8-0 and not 9-0.
A motion was made by Commissioner Girard and seconded by
Commissioner Milot to approve the minutes from February 4th as amended. So
voted:

Michael Smith - Aye Arthur Milot - Aye
Sue Barker - Aye Rob Lambert - Aye
Dennis Webster - Aye
Motion carried 7-0
II. Correspondence
1. CRMC FINDING NO SIGNIFICANT IMPACT to Charles A. Masso of 10 Seaview
Ave., Jamestown RE: install a 7' bay window at 10 Seaview Ave.,
Jamestown; Plat 7,
Lot 134. Received and Acknowledged
III. Citizen's Non Agenda Item
With not citizen requests at this time move onto Reports.
IV. Reports
a. Town Planner's Submitted Report
b. Town committees - none
V. Old Business
Commissioner Waters asked the Planner if the Quattrocchi's submitted a
complete application.
The Planner explained that they had and they are currently at the end
of the distribution phase.
The Quattrocchi's will be meeting with the Planning Commission in
March.
The Planner also stated that she would make sure that the new members
would receive past information pertaining to this application.
Commissioner Webster asked if the Commission would be hearing from Jim
Estes in March also.
The Planner stated that Mr. Estes would be coming before the
Commission but for a different subdivision application.
She has not heard back from him on the Hamilton Avenue application.
1. Comprehensive Plan Survey Review
The Commission reviewed the survey and the following motions were made:
a. A motion was made by Commissioner Milot and seconded by Commissioner
Smith to add a comment line to #1 on page 1. So voted:

Michael Smith - Aye Arthur Milot - Aye
Sue Barker - Aye Rob Lambert - Aye
Dennis Webster - Aye
Motion carried 7-0
b. A motion was made by Commissioner Webster and seconded by
Commissioner Milot to strike question 9. So voted:
Gary Girard - Aye Richard Waters - Nay
Michael Smith - Nay Arthur Milot - Aye
Sue Barker - Aye Rob Lambert - Nay
Dennis Webster - Aye
Motion carries 4-3
c. A motion was made by Commissioner Smith and seconded by Commissioner
Webster to reword question 9 to read as follows: "Should the Town
start planning now to provide municipal water to parts of the island that now
depend on wells?"

Motion carries 7-0
d. A motion was made by Commissioner Waters and seconded by Commissioner
Milot to add a question to the Historic and Cultural Resources section
regarding historical districts.
The question will read as follows: "Would you support the
establishment of historical preservation districts on the island?" So voted:

Michael Smith - Aye Arthur Milot - Aye
Sue Barker - Aye Rob Lambert - Aye
Dennis Webster - Aye
Motion carries 7-0
e. A motion was made by Commissioner Webster and seconded by
Commissioner Girard to delete question 13. So voted:
Gary Girard - Aye Richard Waters - Nay
Michael Smith - Nay Arthur Milot - Aye
Sue Barker - Nay Rob Lambert - Aye
Dennis Webster - Aye
Motion carried 4-3
After some discussion a motion was made by Commissioner Webster and
seconded by Commissioner Waters to withdraw the above motion. So voted:
Gary Girard - Aye Richard Waters - Aye
Michael Smith - Aye Arthur Milot - Aye
Sue Barker - Aye Rob Lambert - Aye
Dennis Webster - Aye
Motion carried 7-0
f. A motion was made by Commissioner Smith and seconded by Commissioner
Barker to approve the survey as corrected and to send it out to the
appropriate committees and commissions for approval. So voted:

Michael Smith - Aye Arthur Milot - Aye
Sue Barker - Aye Rob Lambert - Aye
Dennis Webster - Aye
Motion carries 7-0
The Planner stated that the Planning Commission can pick up their
requested copies at the Planning Office when the survey is ready.
VI. New Business
l . The Commission agreed to table the approval of the minutes from
February 10th until the next scheduled meeting.
2. Commissioner Waters asked about the ISDS work that George Meservey
worked on when he was the Planner for the Town.
The clerk stated that it was thrown away because the information was incorrect.
Commissioner Girard suggested that the Planning Office request a list of failed systems as they come in to the Building Official.
The meeting adjourned at 9:28 pm
