  PLANNING COMMISSION MINUTES
  AUGUST 6, 1997    
  7:30 PM 
  Jamestown Town Hall

Meeting was called to order at 7:35 pm.
Roll was called and the following members were present:
Betty Hubbard, Chair      Richard Waters
David butterfield, Vice Chair   Anthony Travisono
Arthur Milot           Mary Brennan
Lisa Bryer

Also present:    Jane Weidman, Town Planner
        Kimberly Turcone, Recording Secretary

Commissioner Smith and Commissioner Foley were present but arrived after
roll call.

I.   READING AND APPROVAL OF MINUTES from the meeting of July 16, 1997.
A motion was made by Commissioner Brennan and seconded by Commissioner
Butterfield and Milot to approve the minutes as written.  So voted:
Betty Hubbard - Aye       Richard Waters - Aye
David Butterfield - Aye      Anthony Travisono - Aye
Arthur Milot - Aye        Mary Brennan - Aye

Commissioner Bryer abstained.

Motion carried 6-0

decision.  Received  and Acknowledged

         Commissioner Waters stated he has been on the Planning Commission
since 1982.    Received and Acknowledged
11.  Copy of the Tree Ordinance.  Received and Acknowledged
12.  Copy of letter to Grover J. Fugate from the Town Administrator  RE:
William Geib's  Aquaculture Proposal.  Received and Acknowledged

III. CITIZENS NON-AGENDA ITEM
With nothing to report at this time move onto Reports.

IV.  REPORTS
  a. Town Planner's Report
*A 3 lot subdivision off of Buoy Street will come before the Planning
Commission on September   3rd.
      The subdivision will be a cluster type subdivision and each lot will
have its own well and   septic system.

*There has been no word from the Quattrocchi's regarding Mackerel Cove
Heights.

*A possible development plan review for a day care facility may come
before the Planning       Commission.
      The owner will need a special use permit for a mixed use.
 
Commissioner Butterfield asked Jane if she would be interested in being
the Town Planner on a full time basis.  Jane declined the offer. 

  b. Subcommittees
Commissioner Butterfield stated he did not attend the State aquaculture
meeting.
      He also stated he called the State for a summary of that meeting and
it was basically a bulk State wide planning concern.

  c. Town Committees
Commissioner Butterfield reported the Ground Water Study Committee is in
the process of retesting wells in the north end of the island.
      The full report is due in September.

Commissioner Hubbard asked if a Commission member would like to be on the
Parking Committee and Commissioner Travisono volunteered.  The Planning
Clerk will write Chief Tighe a letter regarding Commissioner Travisono's
request.

Commission discussed the TIP money for downtown improvements.
      Commissioner Brennan asked if some money can go to a study for
downtown improvements.
      Commissioner Butterfield stated the Commission should wait until the
Town has the money.

The Commission asked the Planning Clerk to check when the Town Council
will review the Zoning Ordinance changes.

V.   OLD BUSINESS
1.   Continuation of discussion on aquaculture; possible ordinance
changes.
Commission discussed possible changes to the Zoning Ordinance regarding
aquaculture.
      Commission asked the Planner to review discussion and present
changes to the Commission on September 3rd.

2.   *Comprehensive Plan Survey; Define Issues and Review 1990 Survey  RE:
Items to Keep    vs. Change
Commission reviewed a past survey and discussed questions.

Commission agreed to send a letter to the Town Council, Town
Administrator, School Superintendent, Library Director, Recreation
Director, Public Works Director, Building Official, Conservation
Commission, Harbor Commission, and Zoning Board for any specific questions
they may have.

Commissioner Hubbard asked the Commission to bring a least 5 questions or
issues that he/she feels are most important for the survey.

Commission asked the Planning Clerk to call the Jamestown Press to let
them know there will be no meeting on August 20th and ask if they can add
"agenda available at the Town Hall" after the meeting announcement.
  
VI.  NEW BUSINESS
With nothing to report at this time a motion was made by Commissioner
Brennan and seconded by Commissioner Foley to adjourn the meeting at 10:17
pm.
