PLANNING COMMISSION MINUTES
  DECEMBER 4, 1996   
  7:30 PM 
  Jamestown Town Hall

Meeting was called to order at 7:35 pm.
The following were present:

Also present: Mark Browning, Town Planner
        Kimberly Turcone, Recording Secretary
        Deirdra Storti, Planning Intern
        Don Armington, Harbor Management

I.   READING AND APPROVAL OF MINUTES from the meeting of December 4, 1996.
 Commissioner Brennan corrected page 3, last vote: change Batty to Betty.
      A motion was made by Commissioner Travisono and seconded by
Commissioner Milot to accept the minutes of November 20th as amended.  So
voted: 7-0  Commissioner Waters abstained

II.  CORRESPONDENCE
1.   Correspondence to the Planning Commission from RIAPA  
Commissioner Hubbard urged all members to attend.
 
III. CITIZENS NON-AGENDA ITEM
With no Non-Agenda Items at this time move on to Reports.

IV.  REPORTS
  a. Town Planner
Planner reported there has been no significant change in the reservoir
level.  Pumping has not been necessary.

Planner stated he is waiting for notarized statements for the Byrant
subdivision.

A preliminary review for a minor subdivision will need to go before the
Planning Commission some time in January.

Cumberland Farms verified they will be attending the Commission meeting on
December 18th.

The Comprehensive Plans requires a five year review for possible revision.
      Planner suggested the process begin in January.
      Planner requested input from Commissioners. 

  b. Subcommittees
Commissioner Waters reminded all members that there is a Water Study
meeting December 9th.

  c. Town Committees
With none at this time move on to Old Business.

V.   OLD BUSINESS
1.   Memorandum from the Town Planner RE: Parking at East Ferry
Commissioner Hubbard stated that Don Armington, representing the Harbor
Commission, will discuss the changes that will occur at East Ferry.  

After discussion from the Commission, Commissioner Travisono recommend the
Planning Commission delay any further discussion.

Don Armington reported on changes to the proposed East Ferry Plan and
urged the members of the Planning Commission to attend the next Harbor
Management meeting on December 11th.
      He also stated the second public workshop has been cancelled on that
night. 

Planning Commission agreed to take request under advertizement.

VI.  NEW BUSINESS
With no New Business at this time a motion was made by Commissioner Waters
and seconded by Commissioner Travisono to adjourn the meeting at 9:55 pm.
      So voted:  8-0
