PLANNING COMMISSION MINUTES
  NOVEMBER 20, 1996

Meeting was called to order at 7:35 pm
Roll was called and the following were present:

Also present: Mark Browning, Town Planner
        Kimberly Turcone, Recording Secretary
        Deirdra Storti, Planning Intern

I.   READING AND APPROVAL OF MINUTES from the meeting of October    16,
1996.
Motion was made by Commissioner Milot and seconded by Commissioner
Travisono to approve the minutes of October 16th as amended.  The
amendments are as follows: page 1 - Section I; change October 16 to
October 2.
                page 3 - Section IV., Subcommittees change the first
sentence to read "Commissioner Butterfield reported the Harbor Commission
will be holding several workshops on the pier extension.
                page 3 - Budget, change the last sentence to read "Planner
stated he would pass on the wishes of the Planning Commission to the Town
Administrator".
So voted:  6-0   Commissioners Foley and Brennan abstaining.

II.  CORRESPONDENCE
1.   CRMC to the Town of Jamestown, 44 Southwest Avenue, Jamestown     RE:
 CRMC Maintenance Certification M96-9-96, to install    steel "T" pile
beams and precast concrete panels as per the    approved plans, located at
the Town Pier, Eastward of    Conanicus Avenue, Jamestown, RI, Plat 8, 9
and Lots 355, 356,  595, 171, 183, 287,and 291.
      Received and Acknowledged   
2.   CRMC ASSENT: File # 96-6-64 Assent # A96-6-64 Whereas, John R.    and
Elizabeth Perez of 27 Aquidneck Court, Jamestown, RI has   applied to CRMC
to construct a pool, patio, and cabana;  located at plat 2, lot 106; 27
Aquidneck Court, Jamestown, RI     02835.  Received and Acknowledged

III. CITIZENS NON-AGENDA ITEM
With nothing to report at this time move on to Reports.

IV.  REPORTS
  a. Town Planner - Planner stated the reservoir is down 6-8" below
capacity.

Town Planner reported Cumberland Farms plan review has been postponed
until December 18th at applicant's request.

Planner informed the Commission that he is reviewing two parking
proposals.
     One is for a property on Narragansett Avenue next to Baker's Pharmacy
and the other is for the Jamestown Family Practice located on Southwest
Avenue.

Planner explained the Technical Review Committee has met, without him, to
review a subdivision application for a property off Beavertail Road.
      Applicant's attorney is Quentin Anthony, who recently represented
him.  To avoid the possible appearance of impropriety, he did not sit on
the review.

Planner is reviewing an administrative subdivision application from the
Town pertaining to the golf course property.

Planner has approved an administrative subdivision of a Beavertail
property.

Planner informed Commission he will be taking a vacation starting on
December 19 and will return January 6.

A motion was made by Commissioner Travisono and seconded by Commissioner
Milot to cancel the meeting on January 1, due to the holiday.
      So voted:  8-0

  b. Subcommittees - 
Parking Committee - Town Planner reported the Committee met that morning.
      Committee will request that Town Council hold a workshop on the
parking issues pertaining to Walcott and Conacnicus Avenues.

Tree Committee - Commissioner Brennan reported the Committee has written
their first draft of the Tree Ordinance.
      Planning Commission is welcome to review 1st draft and present ideas
to Commissioner Brennan or Commissioner Hubbard.

Ground Water Study Committee - Commissioner Butterfield reported their
will be a meeting December 9th at the Library.
      Results from the water study will be in and a URI group will be
present to go over results.
      Committee will make their presentation to the Town Council sometime
on January.

Harbor Commission - Commissioner Butterfield reported on the East Ferry
Development Plan Public Workshop.
      He felt the three big issues the Harbor Commission has to deal with
are parking, future RIDOT ferry service, and touch and go floats for
fishermen and boaters.
      There will be another workshop for East Ferry in December.
 
  c. Town Committees
With nothing to report at this time move on to Old Business.

V.   OLD BUSINESS
1.   Memorandum from the Town Planner RE: Interior-Lighted Signs
Commission discussed and a motion was made by Commissioner Smith and
seconded by Commissioner Travisono to amend the Zoning ordinance as
proposed to the Planners memorandum to item #10, Section 1303.
       Voted was:  4-4

Motion not passed.  Document is to remain as is.

2.   Budget - Commissioner Hubbard stated she would like to see several
items added to the budget.
Motion was made by Commissioner Smith and seconded by Commissioner Foley
for the Chair to write a letter to the Town Council suggesting that the
Capital Improvement Budget include money for improving the lighting,
moving the bus stop, and supplying or repairing benches in the East Ferry
area and repairing the Planning Office.
-A motion was made by Commissioner Smith and seconded by Commissioner
Travisono to amend initial motion to include moving the ambulance barn to
open an area up for public parking.
-A motion was made by Commissioner Butterfield and seconded by
Commissioner Foley to amend initial motion to include painting Planning
building, relocate walls to add more space, to repair anything that needs
repair and for the Public Works Director to review building to see what
has to be done and the Building Inspector review for any code failures.
So voted:  7-1

Commissioner Brennan felt the Commission should put more thought in to the
discussion.
   
VI.  NEW BUSINESS
With nothing to report at this time a motion was made by Commissioner
Foley and seconded by Commissioner Travisono to adjourn the meeting at
9:53 pm.  So voted:  8-0
