PLANNING COMMISSION MINUTES
  SEPTEMBER 18, 1996

Roll was called and the following members were present:

I.   READING AND APPROVAL OF MINUTES from the meeting of September 4,
1996.  
A motion was made by Commissioner Brennan and seconded by Commissioner
Travisono to approve the minutes of September 4th as written.
      So voted:  6-0   Commissioner Bryer abstaining
Betty Hubbard - Aye          Anthony Travisono - Aye
Arthur Milot - Aye           Thomas Foley - Aye
Michael Smith - Aye          Mary Brennan - Aye            

II.  CORRESPONDENCE
1.   Copy of Correspondence from Mary M. Webster to the Planning
Commission  RE:  High Pressure Sodium Lighting.  Move to New Business

III. CITIZEN'S NON-AGENDA ITEM
With no non-agenda items, move to Reports.

IV.  REPORTS
  a. Town Planner:
1.   Planner reported Town is entering into data sharing system with RI
Geographic Information Systems (RIGIS).
     RIGIS is a non-profit agency based at URI which facilitates the
compilation of geographic-based data on a statewide basis.
     Planning intern Dierdre Storti is in the process of cataloging the
Planning Department map inventory as a first step in developing a local
GIS database.  
2.   The Planner reported the reservoir is down 18 inches as compared to
1995 when it was down approximately 9 feet and the Town was on the
pipeline from North Kingstown.
      The third well is dug but there is no data on the flow rate as of
yet.
3.   Planner informed the Commission that Planning Commission agendas and
approved minutes are now available on the Internet thanks to the help of
Dick Allphin.

  b. Subcommittees
Harbor Management Commission - Commissioner Butterfield reported the
Harbor Commission has reviewed of 90% of the review plans for the East
Ferry dock area.
      The concrete panel will be arranged to front existing supports.  
 
  c. Town Committees
With no Town Committees report, move onto Old Business.

V.   OLD BUSINESS
1.   Open Space Zoning
Commissioner Smith asked why OS boundary goes directly through Reservoir
Circle and if the line could be moved to go around Reservoir Circle.
      Commission agreed to wait for that information and to put Open Space
on the next agenda as Old Business.

VI.  NEW BUSINESS
1.   Cumberland Farms - Development Plan Review Application
Commissioner Hubbard welcomed the representatives from Cumberland Farms.
      John Murphy introduced Mike Kelly, General Council for Cumberland
Farms and John Caito, professional engineer. 

Due to drainage issues at the rear of the building, a retention pond is
proposed.
     The pond, with minor modifications for roadway drainage, has been
endorsed by S. Goslee. 

The Commission and Representatives from Cumberland Farms discussed the
issue of landscape design for the store and abutting properties.
      Also included in the discussion was lighting and sign square
footage.

Most of the Planning Commission agreed a flat canopy looked better than a
gabled one.
      The Commission and Cumberland Farms representatives discussed the
plans at length and formed a list of things the PC would like to see.
      They are as follows:
  1. window boxes
  2. gable to extend across the entire building
  3. higher bushes between store and abutting residence(s)
  4. flat canopy over gas pumps
  5. window treatments
  6. paint samples of exterior paint
  7. variance for the sign

Cumberland Farms representatives agreed to work on the site plan and
return to the Commission with requested changes.

2.   Copy of Correspondence from Mary Webster  RE: High Pressure Sodium
Lighting.
      Commission agreed to send Ms. Webster thanking her for being
helpful.
      The Commission also asked the Town Planner to write a letter to
Newport Electric reiterating what Ms. Webster had stated in her letter to
the Planning Commission.
      The Commission requested that Ms. Webster also receive a copy of the
letter to Newport Electric.
      The Commission requested the Planner receive an update from Newport
Electric on the lighting both Newport Electric and the Planning Commission
had discussed over a year ago.

A motion was made by Commissioner Brennan and seconded by Commissioner
Foley to adjourn the meeting at 10:05 pm.  So voted:  8-0
