PLANNING COMMISSION MINUTES
  SEPTEMBER 4, 1996

Roll was called and the following members were present:

I.   READING AND APPROVAL OF MINUTES from the meeting of August 21, 1996. 
Commissioner Hubbard made two corrections to the minutes of August 21,
1996 as follows:
  Section V. - Old Business: to read as follows:  
1.   Open Space II Zoning - A motion was made by Commissioner Smith and
seconded by Commissioner Foley to adopt the Chairs suggestion of all S's
(special exception) for Sections: under V., #1(Off-Street Parking -
accessory), #5 (Special Event Parking), #6 (Ship & Boat Storage -
non-commercial), and #11 (Sewage Treatment Plant -publically owned); under
VI., #3 (Tent, RV Camps), #8 (Marina/ship, Boat Storage and Repair), and
G8 (Marine Supplies, Bait and Accessories); under IX., #4 (Ship/Boat
Building) and #12 (Wooden Boat Building).

  Section V, #5 - second sentence should read Commission recommended that
Town Planner inform Mr. Anthony that restrictions on lot line ratios are
one option the Planning Commission may use.

A motion was made by Commissioner Smith and seconded by Commissioner
Waters to accept the minutes of August 21, 1996 as corrected.
      So voted: 7-0

II.  CORRESPONDENCE
1.   CRMC Residential Assent File number 96-7-8, Assent number A96-7-8;
whereas, Gail Bolger, 36 Fair Hill Drive, Longmeadow, MA  01106 has
applied to the Coastal Resources Management Council for assent to:
construct a four bedroom dwelling serviced by a DEM approved ISDS and an
existing well located at Fore Royal Court, Jamestown Plat 3, Lot 501.
      Received and Acknowledged             
2.    CRMC Residential Assent, File # 96-6-20, Assent # A96-6-20 whereas
Irving C. Jennings & Carol Raymond Jennings of P.O. Box 532, Jamestown, RI
 02835 have applied to CRMC for assent to:  Construct a single family
dwelling with associated landscaping including a permeable driveway and
courtyard.
      The dwelling will be serviced by Town water and sewer, located at
Plat 8, Lot 772 & 827, Melrose Avenue, Jamestown, RI.
      Received and Acknowledged
3.   Copy of Correspondence to the Town Council from the Planning
Commission  RE: Commissioner's terms.  Received and Acknowledged
4.   Copy of Correspondence to the Town Council from the Planning
Commission  RE: Jamestown Golf Course.  Received and Acknowledged
5.   Copy of Correspondence to the Town Council from the Planning
Commission  RE: Lobster Habitat Enhancement Project.
      Received and Acknowledged

III. CITIZEN'S NON-AGENDA ITEM
With no Non Agenda Items, move to Reports.

IV.  REPORTS
  a. Town Planner 
1. Planner introduced Dierdre Storti to the Commission.  Dierdre will be
interning in the office.  She is a senior at URI.
2.   The Planner reported to the Commission on the first meeting of the
Parking Commission.
      Planner stated it was an introductory meeting.
     The purpose of the committee is to review the parking restrictions,
and address public access points especially in the Shores area.
3.   Planner stated he has reviewed and approved an administrative
subdivision at Beavertail Farm.  
4.   Planner informed the Commission that Cumberland Farms will be on the
next agenda, September 18, 1996, for Development Plan Review.
      Commission members need to come into the Planning Office to pick up
the Cumberland Farms packet on Friday, September 6. 
5.   Planner expects another administrative subdivision application for a
property on Top of the Mark Drive.
      The applicant will also need variances.  
6.   Planner reported Steve Goslee is on vacation so no reservoir report
is available.

  b. Subcommittees
1.   Harbor Commission - Commissioner Butterfield reported the Harbor
Commission is proceeding with the east Ferry repairs.
      The Phase II repairs will be advertised in the Press for public
notice.
      There will be a fall back plan if anything should fall through with
Phase II.

  c. Town Committees
1.   Ground Water Committee - Commissioner Butterfield reported the Ground
Water Committee has not met due to scheduling conflicts.
      The next meeting should be held on September 16th.
      Many questions have developed about the water situation in the North
end concerning contamination and high nitrate levels.
      The final report should be in by November.

V.   OLD BUSINESS
Open Space Proposal - Planner informed the Commission that  there is a
potential conflict between two permitted use tables approved by the
Planning Commission and forwarded to the Town Council.
      Planner indicated he would research the issue and report his
findings at the next meeting.   

VI.  NEW BUSINESS
1.   Commission discussed the issue of naming the new expressway
connecting the Jamestown bridge with the Newport bridge.
      A motion was made by Commissioner Waters and seconded by
Commissioner Travisono to recommend to the Town Council a contest for the
naming of Route 138 in Jamestown and for the Historical Society of
Jamestown to judge.  So voted:  8-0

2.   Commissioner Waters reported to the Commission that the Zoning Board
approved one underground fuel tank and he would like to know more about
the issue.
      Commissioner Hubbard reminded the Commission that the Commission
discussed this issue before and came to a decision to leave the issue as
is and decide on a case by case basis.

A motion was made by Commissioner Waters and seconded by Commissioner
Travisono to adjourn the meeting at 8:32 pm.  So voted  8-0
