Sub-district A Review
Margaret Hogan attorney at Hogan and Hogan
Attorneys. Here for PC’s
approval and recommendation. Town
Planner asked for additional information and she will be handing that out right
now. Mr. Craig Carrigan
will be addressing the topography issues.
500
foot radius map was handed out to the Planning Commission. Commissioner Girard asked for a few minutes
to review the information that was just handed out. Commissioner Calabretta asked Mr. Carrigan about lot 71 and their ISDS questioned a repair
application regarding footage in elevation.
There is a discrepany between town map and the
application for their repair.
Significant to that is 60 and 41 and dimensions
on Ship St. Somehow the trapezoid is missing on lot 75
did the same thing happen? He is seeing
95 and on the other map it is 102. Carrigan the property slopes on the back corner and
explained to the Planning Commission the discrepancy. Part of original Jamestown bridge
area. Calabretta dimension 120 feet
leach field and septic shpe of lot wrong and the
dimensions there is no way that it could be squeezed into that area. Girard point well taken. Calabretta can’t believe this was
approved. Has nothing to do with this
application. Hogan the final item
addressing the house plans as far as the total square footage of the house no
plans or architecture plans yet. 2 story
Colonial house with porch
total square footage 2520 for the house with the footprint being
1260 sq ft and the garage being 624 sq ft.
The applicant has not presented a house plan yet and the planning commission
informed the attorney that they need the foundation plans to determine least
possible disturbance to the site. Concerned with minimal disturbance to the site. Kallfelz is this a hypothetical footprint. Conflict occurs with the strictness of the
ordinance and the applicant not wanting to go to the expense before this. We need to look at what exactly the footprint
will be and the disturbance to the site.
Hogan do we want to continue now or suspend. Vic lets give them advice now so we can circumvent
them coming back over and over. From
engineering standpoint the property owners surrounding should see the type of
flow they see now before the house is done.
Commissioner Calabretta showed a drawing of what could potentially
happen with ponding of the water on the site with
what is being proposed at this time.
What has happened on all of these properties, this property unique a lot
of water captured, increased challenge with this property. A drainage challenge and
also minimal disturbance to the property. As a commissioner he cannot approve that this
is minimal disturbance to the property.
Calabretta apologized Hogan says what the neighbor sees now is what they
need to see when the house is done. All
the water contained on the property. Not
see in the visual sense. Commissioner Holland developed
guidance as far as footprint what they have now is more than twice the size of
what the pc would be looking for. Any
other concerns, slab above 12 inches seasonal groundwater needs to clearly
show. Foundation and footing allow the
water to go through the foundation.
Hogan unique situation processing of the app at Isds
started in January of 02 and now this ordinance is in effect. Girard one of the reasons this ordinance is
in effect. Holland bringing in a
lot of fill needs to be justified, Kallfelz can
be a disadvantage making more of a problem for run off. If 12 inches above water table Dick
questioned if you slope the water away do u think it applicable in this
case? If you go down that path you will
be fighting what the ordinance is trying to do.
Thanks to the applicants etc.
Town Planner will let the PC know when this will be taken care of.
Commissioner Girard no additional items on the
agenda. Kallfelz they
learned a bit about the process and either put this on or skip a meeting. Best case scenario we could have continued
which we did.
A motin to
adjourn made by Commissioner Calabretta 2nd by Commissioner Kallfelz at 8:27 p.m. So unanimously voted
