PLANNING COMMISSION MINUTES

July 16, 2003

Jamestown Melrose School Multi Purpose Room

The meeting was called to order at 7:38 p.m. and the following members of the Planning Commission and Town Council were present:

Joint Meeting with Town Council

Downtown Parking Plan – Summary of Progress

Town Planer, Lisa Bryer gave an update on the progress of the Downtown Parking Survey that is currently being conducted. Councilor Littman asked if the planning commission will have the Section 1203 amendments for the town council that is needed before the September deadline. Commissioner Brown asked if the Chamber expected to have their information compiled for the planning commission to review. Commissioner Barker said we need to find out if it is short term parking that’s needed or long term. Commissioner Kallfelz stated he thinks this is an enforcement issue.

2003 Planning Commission Action Agenda

The following list has been approved by the planning commission for implementation in 2003:

Parking
Affordable Housing – Jamestown does not have a plan in which to administer the Comprehensive permit process. The Planning Commission will be looking into that this year. Town Planner, Lisa Bryer has applied for a two grants for the Strategic Affordable Housing Plan to be done by a consultant.
Development Plan Review Manual
Aquaculture – Land and Water Based
Bike Paths – The Comprehensive Plan states that the Town Council should form a Bike Ways Committee to look at a more comprehensive way to look at this. Commissioner Barker suggested changing the name to Greenways Committee.
Demolition – Historic Structures, a permit process to require an analysis of historic structures before taking it down.
Cell Tower Information and Ordinance – The interest and concern waxes and wanes when a proposal comes before the Planning Commission.

Zoning Ordinance Amendments ready for Town Council Review

The following Zoning Ordinance Amendments are ready for the Town Council to approve:

Aquaculture
Section 311 – Accessory Uses and Structures
Businesses operating from Marina Slips, Docks, and or Moorings including Ferry Service and Parking

General Discussion of Planning Commission/Town Council Issues

Commissioner Calabretta stated that the High groundwater Table Ordinance that the previous Town Council was so emphatic about is now in place and the first application is before the Planning Commission.

II. Reading and Approval of Minutes from July 2, 2003

A motion was made by Commissioner Kallfelz and seconded by Commissioner Girard to accept the minutes as written. So unanimously voted.

A motion to adjourn at 9:15 was made by Commissioner Calabretta and seconded by Commissioner Brown. So unanimously voted.
