Planning Commission Minutes

February 19, 2003

The meeting was called to order by Chairman Girard at 7:36 PM and the following members were present:

I. Reading & Approval of Minutes from January 15, 2003

A motion was made by Commissioner Kallfelz and seconded by Commissioner Hubbard to approve the minutes as amended. The amendment is to read as follows:

Page 2: New Business #1 – "Commissioner Girard would like to know the square footage of the building coverage of and the lot size and it should be on the plan."

So unanimously voted.

II. Correspondence

1. CRMC – Assent- Thomas R. and Linda Pearson of 15 Seaside Dr., Jamestown; construct a 4’ x 102’ +/- fixed timber pier. Terminus of the proposed pier will not extend 50 feet beyond mean low water (MLW). Plat 14, Lot 18: Received

    3. Commissioner Girard requested the Planner locate the charge for the Parking Committee for discussion purposes. He also reminded the Commission that there would be a Town Council workshop to discuss the proposed Harbor Ordinance on Thursday, February 20th at the Library.

V. Old Business

1. Downtown Parking Discussion

Commissioner Girard thanked the Planner for her time and effort in collecting all the data. He explained that the Planning Commission is reviewing data regarding parking in the downtown area. On April 2, 2003 a work session will be held with the Chamber of Commerce and Harbor Management Commission to discuss this issued further.

Commissioner Hubbard recommended that the Parking Committee also be invited to the work session.

Mr. Tony Lachowicz introduced himself as a Planner representing the Jamestown Chamber of Commerce. He explained that he is in the process of drafting a parking inventory report from Grinnell Street east to the East Ferry area. That area that exists west of Grinnell, the Chamber will not be reviewing at this time. He stated that the report will be ready for the Town Council Public Hearing that will be held on Monday, February 24, 2003.

There was a brief discussion regarding the public hearing notice. The Planner stated that the advertised notice was the original amendment submitted to the Town Clerk in November.

The Planner reviewed the data given to the Commission. She stated that 1999 data had been collected by the parking monitor in 1999. The project location stemmed from the corner of Southwest and Narragansett Avenue east to East Ferry Square and from the Town beach on the waterfront to the south corner of Conanicus at the start of Walcott Avenue.

The Commission discussed the parking needs of businesses and average length of time someone parks in the downtown area. Commissioner Kallfelz stated that the Commission needs to handle this in a three step approach; (1) state a clear definition of the problem; (2) generated all different types of solutions based on current and stated policy in the Town; and (3) state proposed change(s).

Mr. William Munger stated that he has seen an increase in the amount of Jamestowner’s shopping in town over the last decade.

The Planner offered to continue the Chamber’s survey above and beyond the Chambers study area. This area would include the west end of Narragansett Avenue, and the Commercial Limited area. She also stated that she would have maps printed up for the Commission to work with. She then requested that a subcommittee be formed to help with the format of the workshop that will be held on April 2nd. Commissioner Girard, Commissioner Hubbard and Commissioner Kallfelz agreed to meet with the Planner before the Council meeting on February 24th to discuss the workshop.

Commissioner Kallfelz stated that he would try to draft a parking survey for the Commission to review.

VI. New Business

Commissioner Barker stated that she needs to step down at this time from the Tree Preservation and Protection Committee as Planning Commission representative. Commissioner Holland stated that he would not mind taking up the responsibility.

With no further discussion a motion was made by Commissioner Kallfelz and seconded by Commissioner Barker at 9:10 PM.
