I. Reading and Approval of Minutes from February 20,2002

A motion was made by Commissioner Lambert and seconded by Commissioner Aibel to approve the minutes as written. So unanimously voted. 2 Abstentions.

1. CRMC - Finding of No Significant Impact - Kate & Gary Lamery, 45 N. Bayview Dr., Jamestown, RI 02835 - Replace existing failed ISDS system with a new approved bottomless sand filter approved plan entitled Plan of Proposed Sewage Disposal System dated 10/20/01 at 45 Bayview Dr. Plat 1 Lot 218. Received.

2. CRMC - Finding of No Significant Impact - Narragansett Electric Co - 280 Melrose St., Providence, RI 02901 - Conduct 4 exploratory test borings along the un-vegetated shoulder of Fort Getty Rd. for thye proposed cable crossing under review at CRMC located in Jamestown, Plat 11 Lot 8. Received

1. 28 Narragansett Avenue, Eannarino - Development Plan Review - (con't)

Attorney John Murphy, representing the Eannarino's made a presentation and introduced Andrew Johnston, Engineer from Northeast Engineers. There are 3 proposed parking options that are shown on the plans A,B and C. They are proposing a Plan D parking plan that is not shown. A discussion about the shared parking with the Town of Jamestown ensued. Town Solicitor Bruce Leach addressed the easement issue with the abutter, Jamestown Animal Clinic. If the Planning Commission grants approval and it is appealed, the applicant will need to address the issue after the fact. The Town Council supports the idea of shared parking, but it is not a requirement for approval of this plan. The applicant asked if they could come to the second meeting in March with their plans. A motion was made by Commissioner Lambert and seconded by Commissioner Aibel to have the applicant come back to the April 3rd 2002 meeting with the plans showing Option D parking plan, the three shared parking places with the veterinarians office, and the interior of the building showing the gross leasable floor area. So voted:

2. Proposed Zoning Ordinance Amendment - relating to Businesses Operating from Marina Slips, docks and / or moorings including Ferry Service and Parking. Continued

3. Proposed Zoning Ordinance Amendment - Relating to maximum size of accessory structures. (Section 311) Continued

VI. New Business

1. Jamestown Place Associates, 35 Knowles Ct. - Development Plan Review, Preliminary Discussion

Gordon Clark, architect from Northside Design Association made a presentation of the condominiums floor plans. The 12 units will range in size from 1700 to 2237 square feet. It will consist of three floors. The fourth level will have the air conditioning units on it which is the roof of the building. Commissioner Aibel would like to see the layout of the underground parking. Once the drainage is done it will go to the Town Engineer.

2. Library Board of Trustees - Review of Parking Scheme

A motion was made by Commissioner Aibel and seconded by Commissioner Girard to send a letter to the Town Council endorsing the idea of expanding parking at the Library, but also recognize that parking may be a temporary limitation until an adequate Town Facility is built. In addition, the Planning Commission is recommending an engineer review the plan for feasibility and recommend that no trees be removed for parking expansion. Any contemplated parking expansion should be developed in a manner that can be reverted in the event that it is not needed in the future. So unanimously voted.

A motion was made by Commissioner Aibel and seconded by Commissioner Calabretta to adjourn the meeting at 9:30 p.m. So unanimously voted.
