PLANNING COMMISSION MINUTES
January 16, 2002

The meeting was called to order at 7:35 and the following members were
present:

I.  Reading and Approval of Minutes from January 2, 2002
A motion was made by Commissioner Girard and seconded by Commissioner
Webster to accept the minutes with the following change; page 2, Town
Planners Submitted Report change Comprehensive Community Plan workshop
Town Council Public Hearing is scheduled for February 28,2002.  So voted:

Betty Hubbard  - Abstain     Dennis Webster - Aye
Sue Barker - Aye       Michael Schnack - Aye

           Motion passes by a vote of 7-1 Abstain

II.  Correspondence

1. DEM - Insignificant Alteration - Permit - Town of Jamestown Public
Works Department - Beginning approximately 50 feet east of North Main Rd.
by utility pole # 96A approximately 250 feet north east of the
intersection of North Main Rd. and Severance Lane, Assessor's Plat 4, Lot
6, Jamestown, RI. Received

2. FYI - Memo to Town Council from Planning Commission Re: Narragansett
Electric. Received

III.  Citizen's Non Agenda Item - nothing at this time

IV.  Reports

a.  Town Planner's Submitted Report  

b.  Town Committees 

Commissioner Webster gave an update on the last meeting of the Quonset
Davisville Committee that he attended.

c.  Sub Committees

Commissioner Barker reported that funding for the tree committee has been
cut.

V.   Old Business

1. Open Space/ Public Zoning - Discussion

A discussion ensued with the Town Solicitor and the Planning Commission
with the Town Solicitor stating that it would not be a problem with
amending the Zoning Ordinance to include a Public Zone and that it is not
spot zoning.
      This should be prepared as a two step process, amend the text and
map simultaneously and submit it together to the Town Council.  

This discussion will continue after New Business 1. TIP is discussed.

VI.  New Business

1. 2003-2004 Transportation Improvement Program - Project Proposal

A motion was made by Commissioner Hubbard and seconded by Commissioner
Webster to endorse Phase I of the Conanicut Island Greenway Trail System
for the proposed Transportation Improvement Program project intended for
submittal by the Town to the State on February 22,2002.
      So unanimously voted.

V.   Old Business- continued

1. Open Space/ Public Zoning - Discussion - continued

Town Planner,  Lisa Bryer will make the changes that were discussed
tonight for the next meeting.
      Most of the Planning Commissioners feel that amending the parking
definitions is a separate amendment and should not be included. They would
like an opinion from the Town Solicitor.
     This discussion will be continued until the next meeting.

A motion to adjourn the meeting at 10:05 p.m. was made by Commissioner
Webster and seconded by Commissioner Schnack.  So unanimously voted.
