PLANNING COMMISSION MINUTES

The meeting was called to order at 7:38 p.m. and the following members
were present:

I.  Reading and Approval of Minutes from October 17, 2001

A motion was made by Commissioner Girard and seconded by Commissioner
Schnack to accept the minutes as written.  So voted:

II.  Correspondence

1. CRMC - Assent - Raymond and Sharon Iannetta, 1219 North Main Rd.,
Jamestown RI 02835; construct and maintain a residential boating facility
to consist of a 4'x180.4' fixed timber pier with a 4'x20' ("L" shaped)
fixed access platform.
      The terminus of the residential dock will extend to 70 feet beyond
mean low water (MLW).  Plat 3, Lot 545. Received & Acknowledged

2. FYI - Jamestown's Comments on Quonset Davisville Master Plan from
Commissioner Webster. Received & Acknowledged

3. FYI - Memo - Planning Commission stipends - Received & Acknowledged

4.    FYI - Comprehensive Community Plan Received & Acknowledged

III.  Citizen's Non Agenda Item - nothing at this time

IV.  Reports

a.  Town Planner's Submitted Report  

Lisa Bryer, Town Planner informed the Planning Commission that the Town
Council has been presented with the Comprehensive Community Plan and they
have scheduled a workshop for December 6, 2001 in the Library at 7:00 p.m.
 The Planning Commission should attend this workshop.

VI.  New Business

       5.  Schedule Joint Meeting with Town Council

Commissioner Lambert asked that we discuss New Business # 5 at this time.
      The board agreed.  Lisa Bryer, Town Planner stated that the Town
Council will meet with the Planning Commission for a joint meeting to
discuss Zoning Ordinance Amendments before one of their scheduled
meetings.
      The Planning Commission suggested December 19 before a regularly
scheduled Planning meeting of January 14th, or January 28th, before a
regularly scheduled Town Council meeting.

V.   Old Business

1. McQuades Landscape Plan - Development Plan Review (con't)

Mr. David Brown, the landscaper for McQuades answered questions from the
Planning Commission regarding the use of various different grasses, trees
and shrubs.
     A motion was made by Commissioner Hubbard and seconded by
Commissioner Lambert to accept the plan with the following changes:

Trees- no less than 2 1/2 inch caliper, sugar maples in the front;
junipers along the front of parking  area should be gray owl; use little
leaf linden in place of plums; place holly around the generator on West
St.; a red maple along Columbia St. exit; grass along front is to be
re-seeded in the spring;  level the rip rap in front of parking area and
fill in with crushed stone;  paint the concrete sonitubes below the lights
black.
     The Planning Commission said that trying ivy around the base of the
lights is O.K. So voted:

Mr. McQuade stated he wants bollards in front of each parking space in
front of the vestibule.
      The Planning Commission does not want steel tubes filled with
concrete as proposed.  They asked Mr. McQuade to find architectural
bollards and the planner will approve them administratively when
presented.  A motion was made by Commissioner Girard and seconded by
Commissioner Lambert to administratively approve the bollards for the
front of McQuades market.  So voted:

2. Highway Garage - Draft letter to Town Council - Public Buildings and
Facilities Committee

A motion was made by Commissioner Girard and seconded by Commissioner
Barker to omit the second paragraph of the letter drafted by Commissioner
Brennan and forward it to the Town Council.  So voted:

V.  New Business

Commissioner Lambert asked if the Planning Commission would take #2 before
# 1 and the board agreed.

2. Zoning Ordinance Amendment, Section 607 - Variance - Additional
Restrictions

A discussion ensued and a motion was made by Commissioner Girard and
seconded by Commissioner Lambert to forward the Zoning Ordinance Amendment
Article 6, Section 607 entitled Variances with a recommendation for
approval and that the Planning Commission finds that this is consistent
with the Comprehensive Plan and the State Zoning Enabling legislation.
      So voted:

                    Motion passes by a vote of 7-1

1. 28 Narragansett Ave, Eannarino - Development Plan Review

John Murphy, Attorney representing Richard and Pat Eannarino introduced
Eric Offenberg from NE & C Inc. and George Gifford from Gifford Design
Group.
      The plan was presented and the Planning Commission was told that
there is a tentative agreement between the Eannarino's and the Town of
Jamestown to share the parking lot.
      The first floor of the building will be used for retail business and
the second floor will be used for office space.
      The square footage of the rentable space needs to be determined in
order to determine the amount of parking spaces that will be needed.  A
motion was made by Commissioner Hubbard and seconded by Commissioner
Calabretta to approve the development plan for the building only.
      So voted:

                    Motion passes by a vote of 8-0

Mr. Doug DeSimone, Town Solicitor will work on the legal liability and
agreement issues and the applicant will work on the parking.
      These 2 issues should come back before the Planning Commission at
the same time.

Mr. George Gifford, Landscape Architect, Gifford Design Group presented
the Planning Commission with the Landscape Plans.
      A motion was made by Commissioner Hubbard and seconded by
Commissioner Girard to accept the plan with the following change:

Change Crab Apple tree to Ornamental Pear.  So voted:

3.  Zoning Ordinance Amendment - High Groundwater Table Regulations

Town Planner Lisa Bryer discussed a draft of the Amendment and the
Commission decided to put this issue on the next agenda.

4. 2002-2003 Budget - Review and Recommendation to Town Council

A motion was made by Commissioner Brennan and seconded by Commissioner
Girard to accept the 2002-2003 Budget. So voted:

                    Motion passes by a vote of 8-0

Commissioner Lambert read a memo from Commissioner Webster stating that
money for a grant writer should be included into the budget.

The Planning Commission would like the Capital Budget put on the next
agenda.

6. Terms Expiring December 31, 2001 - Planning Commissioners Girard,
Barker and Webster

A motion was made by Commissioner Lambert and seconded by Commissioner
Calabretta to send a memo to the Town Council in favor of re-appointing
Commissioners Girard, Barker and Webster if they are interested.  The
Planning Commission is sorry to hear that Commissioner Webster is not
going to be seeking another term.  So voted:

                    Motion passes by a vote of 8-0

Commissioner Schnack made a motion to adjourn at 10:00 p.m. that was
seconded by Commissioner Barker.  All in Favor.
