PLANNING COMMISSION MINUTES
October 17, 2001

The meeting was called to order at 7:34 and the following members were
present:

I. Reading and Approval of Minutes from October 3, 2001
A motion was made by Commissioner Girard and seconded by Commissioner
Schnack to accept the minutes as written. So voted:

II. Correspondence
1. CRMC - Public Hearing Notice - Town of Jamestown - High St. Right of
Way, located on Tax Assessor's Plat 9, this road/right of way is abutted
by Plat 9, Lots 380 and 574 and Plat 9, Lots 293 and 296.
Public Hearing continued to October 25, 2001, Jamestown School,
Melrose Ave, at 7:30 p.m. Received & Acknowledged
2. CRMC - Assent - Alfred and Ann E. Toselli, 1052 East Shore Rd.
Jamestown, RI 02835; construct and maintain a residential boating facility
to consist of a bluff walkover structure 4' x 24', to a 4' x 103' +/-
fixed timber pier, a 3' x 24' ramp and a 10' x 15' (150 sq. ft.) float.
The terminus of the dock will extend 50 feet beyond mean low water (MLW).
Plat 1 Lot 195. Received & Acknowledged

IV. Reports
a. Town Planner's Submitted Report
Town Planner Lisa Bryer reported that a request for the final release of a
bond was requested from the Hamilton Ave.
subdivision.
The Planning Commission asked if everything was completed. It was
inspected by Fred Brown, the Town Building Inspector.
A motion was made by Commissioner Hubbard and seconded by
Commissioner Girard to approve the final release of bond. So voted:

Motion passes by a vote of 9-0
Lisa Bryer, Town Planner handed out the different covers designed by Darcy
Magratten for the Comprehensive Community Plan.
The Planning Commissioners chose the Blue and Green Cover with the
tree on the front.
b. Town Committees
Commissioner Webster reported on the Quonset Davisville Committee, stating
that there will be a meeting on October 29th of both boards to discuss the
Master Plan further.
So far none of Jamestown's comments have been incorporated.

1. Freebody Hill - Minor 3 Lot Subdivision - Bay View Drive - Preliminary
Approval
Town Planner Lisa Bryer stated that the applicant asked for a continuance
at the Water and Sewer meeting.
A motion was made by Commissioner Hubbard and seconded by
Commissioner Girard to continue this issue until a decision is made from
the Water and Sewer Board. So voted:

Motion passes by a vote of 9-0
Commissioner Webster stated that the second meeting in November is the
night before Thanksgiving.
Several of the Planning Commissioners will not be able to attend the
meeting.
There will not be enough for a quorum so the meeting will be
cancelled. A notice will be put into the Jamestown Press.
2. Highway Garage - Discussion/ Recommendation to Town Council
A motion was made by Commissioner Brennan and seconded by Commissioner
Girard to send a memo to the Town Council after the Public Buildings and
Facilities Committee makes a recommendation.
A discussion ensued and the motion and second was withdrawn.
Commissioner Brennan will draft a letter to bring to the next
meeting.
3. Open Space/ Public Zoning - Discussion
A discussion ensued regarding a public zone and Commissioner Lambert
recommended that the Town Solicitor draft a plan for the Planning
Commission to look at.
Commissioner Webster stated that this needs to be done right away.
Town Planner, Lisa Bryer stated that a meeting for the High Groundwater
Table Ordinance is going to be scheduled for next week.
V. New Business - nothing at this time
A motion to adjourn was made by Commissioner Schnack and seconded by
Commissioner Calabretta at 8:35 p.m. All in Favor.
