PLANNING COMMISSION MINUTES
October 3, 2001

The meeting was called to order at 7:32 p.m. and the following members
were present:

I. Reading and Approval of Minutes from September 19, 2001
A motion was made by Commissioner Webster and seconded by Commissioner
Calabretta to approve the minutes with the following changes:
Page 2 - first paragraph, after Commissioner Schnack to adopt and forward
the plan to the Town Council once the minor changes are made by the Town
Planner, Lisa Bryer.
Page 2 - third paragraph, after amendments.
The kennel and maximum size of accessory structures and buildings
amendments will be handled last.
So voted:

Motion passes by a vote of 7-0, 2 Abstentions
II. Correspondence
III. Citizen's Non Agenda Item
Mr. Emmet Turley of 409 Seaside Dr. asked the Planning Commission if they
review or approve private piers.
Mr. DeSimone, Town Solicitor responded to Mr. Turley's question by
stating that the Town has the ability to comment on any project but has no
jurisdiction or liability regarding this issue.
IV. Reports
a. Town Planner's Submitted Report
Lisa Bryer, Town Planner, asked the Planning Commission to look over the
Contributions and Acknowledgments page to make sure the spelling of their
names are correct.
Commissioner Barker stated that Commissioner Betty Hubbard should be
acknowledged as being the Planning Commission Chairperson for the last 5
years. The Planning Commission all agreed.
b. Town Committees
Lisa Bryer, Town Planner reported on the Buildings and Facilities
Committee meeting stating that the committee has narrowed the possible
sites down to 7. A decision is expected by December. A motion was made
by Commissioner Brennan and seconded by Commissioner Girard to forward the
Planning Commissions prior recommendation.
A discussion ensued and it was decided to put this issue on the next
Agenda for the meeting of October 17,2001. The motion was withdrawn.
c. Sub Committees
Commissioner Brennan reported for the Tree Committee stating that the tree
inventory went very well, 30 people showed up and approximately 450 trees
were inventoried.
Commissioner Lambert asked the Planning Board if they would like to hear
New Business before Old Business. All agreed.
VI. New Business
1. Freebody Hill - Minor 3 Lot Subdivision - Bay View Drive
Mr. William Munger briefly explained the subdivision. The Town Planner
Lisa Bryer will prepare a draft motion for the next meeting of the
Planning Commission on October 17th.
A decision can be made at that time if water and sewer issues are
resolved at the Water and Sewer meeting on October 15, 2001.
V. Old Business
1. Outstanding Zoning Ordinance Amendments
A discussion regarding whether or not a municipality is subject to its own
zoning ordinance ensued. Mr. DeSimone, Town Solicitor will look into this
in detail and give the Planning Commission an advisory report for the next
meeting.
The following proposed Zoning Ordinance Amendments, Aquaculture, and
Businesses Operating from Marina Slips, Docks and/or Moorings Including
Ferry Service and Parking will be forwarded to the Town Council.
Mr. Emmet Turley asked why we did not discuss the Quonset Davisville
Container Port during committee briefings? The Commission informed Mr.
Turley that Commissioner Webster regularly updates the Planning Commission
on Quonset Davisville Committee actions.
Commissioner Webster stated that Jamestown will still be part of the
airport systems Master Plan Committee but it has been suspended at this
time due to aviation uncertainty.
Commissioner Webster then updated the Planning Commission on the
Quonset Davisville Committee.
A motion to adjourn was made by Commissioner Webster and seconded by
Commissioner Girard at 8:45 p.m. All in Favor.
