PLANNING COMMISSION MINUTES
January 17, 2001
7:30 PM
Jamestown Town Hall

The meeting was called to order at 7:38 p.m. and the following members
were present:

I.  Reading and Approval of Minutes from January 3, 2000

A motion was made by Commissioner Girard and seconded by Commissioner
Barker to accept the minutes as written.  So voted:

Motion passes by a vote of 8-0

II.  Correspondence

1.  CRMC - Assent - Sheree Kaplan Allen & David S. Allen, 42 Orient Ave,
Jamestown, RI 02835; to construct and maintain a "shared" residential
boating facility to consist of a 4'x180' fixed timber, a 4'x34' ramp and a
150 square foot float (7.5'x20').  The dock will incorporate two boat lift
systems.
       The terminus of the dock will extend to 165 feet beyond mean low
water(MLW) requiring a variance from the CRMP Section 300.4.

2.  FYI - Copy of Randall Arendt's presentation of Growing Greener
(Putting Conservation into Local Codes)

V.  New Business
1.  Parking Committee Recommendation 

Commissioner Webster arrives at 7:43 p.m.

  Commissioner Girard discussed the memo to the Town Council from the
parking committee.
      Commissioner Hubbard asked the board if they should endorse this
memo as a Planning Commission.
      It was decided that this matter would be further discussed during
the Circulation Section of the public comments later this evening.

Commissioner Webster asked the board if he could report on the Harbor
Management Commission meeting that he had just attended.

b.  Town Committees

Commissioner Webster reported that at the last Harbor Management
Commission meeting DEM stated that they are concerned about moorings
outside of the 1000 foot harbor line.

VI.  Old Business

1.  Comprehensive Community Plan - Continued Public Hearing - Summary of
Public Comments

A discussion ensued regarding the Circulation Section public comments with
the suggestions and changes to be put into the final draft of the
Comprehensive Community Plan by the Town Planner, Lisa Bryer.

After a discussion regarding the memo from the parking committee to the
town council A motion was made by Commissioner Lambert and seconded by
Commissioner Girard to include verbiage in the Comprehensive Community
Plan Circulation section listing the important aspects of the proposed
zoning ordinance amendment including the requirement for parking for water
related businesses and that parking for such businesses should be downtown
in the commercial district.  So voted:

Motion passes by a vote of 8-0, 1 Abstention 

A discussion ensued regarding a joint meeting with the Planning
Commission, Harbor Management Committee and Chamber to determine the
parking responsibilities for the town and business community.
      The commission agreed that a meeting in the future would be
beneficial.  

A motion was made by Commissioner Hubbard and seconded by Commissioner
Calabretta to include in the Comprehensive Community Plan that the
Planning Commission endorses the recommendation from the Parking Committee
to investigate the feasibility of obtaining by lease, lease with option to
purchase, or outright purchase, a parcel of land in the downtown area that
would be suitable for parking, as one of the many viable alternatives to
address the peak season parking needs during critical peak season.
      So voted:

Motion passes by a vote of 9-0
 
A motion was made by Commissioner Schnack and seconded by Commissioner
Barker to table the issue of Mr. Yates's proposal for Conanicus Ave.
indefinitely.

8 in favor - 1 opposed ( Rob Lambert).

The Planning Commission agreed that the buildout population in the
Comprehensive Plan is not acceptable and the commission would like to
preserve as much buildable land possible as Open Space to reduce buildout.
     

Commissioner Webster discussed Randall Arendt's presentation that he
attended in Portsmouth, and suggested that perhaps Jamestown might have
him take a look at our Comprehensive Community Plan before it is
finalized. 

A motion to adjourn was made by Commissioner Girard and seconded by
Commissioner Webster at 11:00 p.m.  All in Favor.
