PLANNING COMMISSION MINUTES
September 20, 2000
7:30 PM
Jamestown Town Hall

The meeting was called to order at 7:36 p.m. and the following members
were present:

I.  Reading and Approval of Minutes from September 6, 2000

A motion was made by Commissioner Calabretta and seconded by Commissioner
Webster to accept the minutes as written.  So voted:

Michael Schnack
Motion passes by a vote of 7-0

II.  Correspondence
1.  FYI - Zoning Board 
of Review Agenda September 26,2000. Received & Acknowledged
2.  FYI - Planning Commissioners Journal. Received & Acknowledged
3.  FYI - Memo to Planning Commission Re: Appointment of Representative to
Tree Preservation & Protection Committee.
a. A motion was made by Commissioner Calabretta and seconded by
Commissioner Schnack to table the appointment of a Representative to the
Tree Preservation and Protection Committee until the next meeting when all
members are present.
      Commissioner Schnack stated that he will attend the first meeting if
needed to represent the Planning Commission.  All in Favor.

III.  Citizen's Non Agenda Item

       John Murphy, Attorney representing CMS stated that the Planning
Commission was invited to tour the Taylor Point facility of CMS and
encouraged the Commission to do so.
      He also asked the Planning Commission to look creatively at the
entire situation regarding Off Site Seasonal Parking.
      He also mentioned the possibility of creating a Marine Zone that
would include boat storage and seasonal parking.
      Mr. Mike Swistak representing the Jamestown Chamber of Commerce
presented the Planning Commissioners with the preliminary business survey
results that was conducted.  Commissioner Hubbard thanked him for this
"very useful and helpful" information. 
      Commissioner Aibel arrives at 7:52 p.m.

IV. Old Business

1.  Comprehensive Plan - Action Plan - Preamble

A review of the Economic Development Section of the Action Plan was
discussed with input from a few Jamestown business owners and the Planning
Commissioners.
      The changes will be made in this section of the Action Plan by the
Town Planner Lisa Bryer.

Commissioner Aibel presented the board with the drafts of the two letters
she had written regarding the work that was done in the Planning Office
this past summer by Crystal Fonseca and Cinthia Reppe.
      A motion was made by Commissioner Girard and seconded by
Commissioner Calabretta to forward the letters to Maryanne Crawford, Town
Administrator, the Town Council and Lisa Bryer, Town Planner.  So voted:

              Motion passes by a vote of 8-0

V.   Reports

a.  Town Planner's Submitted Report  

A motion was made by Commissioner Hubbard and seconded by Commissioner
Brennan to go forward with the schedule of workshops for the Comprehensive
Plan with the following change; Move Economic Development to November 1,
2000 and move Circulation, Housing, Public Services and Facilities to
November 15, 2000.  So voted:

           Motion passes by a vote of 8-0

b.  Town Committees 

      Commissioner Webster informed the board that there would be a joint
Harbor Management Commission and Town Council workshop on Thursday evening
September 21, 2000 at 7:30 p.m. at the Library.  Commissioner Webster also
stated that he attended the Jamestown Chamber of Commerce meeting on
September 6, 2000.

 c.   Sub Committees

V.  New Business - nothing at this time

A motion was made by Commissioner Girard and seconded by Commissioner
Brennan to adjourn the meeting at 10:39 p.m.  All in Favor.
