PLANNING COMMISSION MINUTES
June 21, 2000
7:30 PM
 Jamestown Town Hall

The meeting was called to order at 7:40 p.m. and the following members
were present:

I.  Reading and Approval of Minutes from June 7, 2000
A motion was made by Commissioner Girard and seconded by Commissioner
Barker to accept the minutes with the following amendments:

Page 3, IV.
      New Business 1, add after the last sentence A number of the boards
questions could not be answered and they asked for additional information.

Page 3, IV.
     New Business 2, third sentence his engineers report should be
forwarded to Mr. Hall too. Add also be forwarded, after Mr. Hall strike
too.

Page 3, IV.
      New Business 2, third line up from the bottom Add The Zoning
Ordinance requires the applicant to screen the parking from North Main
Road.

Page 4, IV.
      New Business Second sentence add after nest and roost in the trees.

Page 4, IV.
      New Business 3, Add trellis and fence as well as the canopies
(awnings).

Page 4, II.
      Correspondence third sentence after it can be, strike enforced add
acted upon.       So voted:

II.  Correspondence

1.  CRMC - Certificate of Maintenance - Vanessa F. Wurman, 450 East Shore
Rd., Jamestown, R.I. 02835 - Plat 4, Lot 15. Conduct Maintenance repairs
to the existing septic system pursuant to DEM approved plan # 0015-1397,
dated 5-19-00.  Received & Acknowledged.

2.  CRMC - Application for a Department of the Army permit to perform work
in Federally regulated waters to the Town of Jamestown.
      Received & Acknowledged.

3.  FYI - Letter to Ms. Phyllis Bedard-Johnson Re: Development Plan
Review.  Received & Acknowledged.

III.  Citizen's Non Agenda Item -nothing at this time

V.  New Business

      Ferrante - Wian Administrative Subdivision - FYI

      A few Commissioners had some questions regarding this administrative
subdivision but the Planning Consultant was not in attendance for this
meeting.

VI. Old Business

1. Ocean State Scuba - Development Plan Review

A motion was made by Commissioner Calabretta and seconded by Commissioner
Girard to accept the plan with the following guidelines: The Town engineer
must review the plans to see if they are acceptable with the following
stipulations: 20 parking spaces as shown on the plan; wooden panels with a
shingled front; the plan should contain the location of the screening
hedge; a fence along the south property line; shrubs should be extended;
one additional shielded motion detector light will be located at the
southeast corner of the property, near the entrance; no overhead lighting
is allowed in the pool, it will be restricted to the east and west ends
and lighting in the pool should be below floor level per state
requirements.
     The Building Official accepts the setbacks as noted on the plans and
can go forward with the plan.
      Commissioner Calabretta suggested that the Planner review, finalize
and accept the plan with all conditions of approval instead of coming
before the board, unless there are additional significant changes to the
plan that the Planning Commission will need to review.  So voted:

                 Motion passes by a vote of 8-0

2.  Comprehensive Plan - Update -Final Review of Economic Development
Section, Land Use and Buildout Analysis, Action Plan 

     Economic Development

    A motion was made by Commissioner Hubbard and seconded by Commissioner
Brennan to consult the solicitor as to where to put Clingstone on an
official plat map.  So voted:

     Laura Aibel - Aye          Sue Barker - Aye
     Dennis Webster - Aye       Mary Brennan - Aye
     Michael Schnack - Aye         Victor Calabretta - Aye
                 Motion passes by a vote of 8-0

A discussion ensued with several Commissioners giving their input and
changes, along with Bill Munger, Paula Swistak and David Swain, all of the
changes will be given to Crystal to input and review.  

Commissioner Girard motioned to adjourn at 10:05 p.m. Commissioner Barker
seconded. So voted:
