PLANNING COMMISSION MINUTES
March 1, 2000
7:30 PM
 Jamestown Town Hall

The meeting was called to order at 7:38 p.m. and the following members
were present:

I.  Reading and Approval of Minutes from February 16, 2000
A motion was made by Commissioner Girard and seconded by Commissioner
Smith to accept the minutes with the following amendment: page 3, second
to the last paragraph, first sentence, add to the first sentence after
Conditions of Approval #2 that a 2 ft wide strip of land be dedicated
instead of a fee.
     and strike the land dedication would be favorable instead of a fee.
     So voted:

II.  Correspondence
1.  CRMC - Residential Assent to Allen H. Cicchitelli 14 Tabor Drive,
Johnston, RI 02919 to construct and addition, deck and associated filling
and grading to an existing residential dwelling.
      A new DEM approved (4 bedroom design) individual sewage disposal
system (ISDS) shall be installed and the existing access-way and driveway
will be relocated.  The existing dwelling is serviced by well water:
located at plat 7, lot 195: 46 Seaview Drive, Jamestown, RI.
      Received and Acknowledged.
2.  CRMC - Finding of No Significant Impact to Harry & Gloria Kurz, 388
East Shore Rd., Jamestown, RI 02835 to repair existing stone wall
200'-250' by re-stacking fallen stone, remove fallen birch tree, Plat 4,
Lot 49 located at 388 East Shore Rd, Jamestown.
      Received and Acknowledged.

III.  Citizen's Non Agenda Item
Tom Thomas, 10 Cole St., discussed his displeasure with the proposed
Affordable Housing Committees plans for having Church Community Housing
purchase this town owned lot on Cole St.
      Mr. Thomas did not state what his intentions were for being at this
meeting other than to let the Planning Commission know about this.
      The chair requested some background information on this issue from
the Town Planner, which Ms. Bryer provided.  The board took no action.

V.  New Business
1.  Conanicut Marine Services - 20 Narragansett Ave. - Development Plan
Review
      Bill Munger, owner Conanicut Marine Services presented the board
with his plans for 20 Narragansett Ave.
      He stated that instead of Living Space upstairs, that it will be
used as office space.
      Mr. Munger gave a brief history of what the property has been used
for in the past.
      Discussion ensued regarding the amount of parking spaces that need
to be provided according to the Zoning Regulations.
      A motion was made by Commissioner Brennan and seconded by
Commissioner Smith to approve the development plan subject to the
following  conditions:

1. The designated parking spaces shown on the site plan be dedicated to
this building and shall not be assigned to satisfy marina or other CMS
parking requirements;
2. The existing parking in the front yard of the building on Narragansett
Avenue shall be eliminated and the curb cut in front of this building
shall be narrowed to no less than 12 feet in width by the Town as part of
the RIDOT downtown improvement project.
      This will potentially provide the Town with two additional on street
parking spaces;
3. The signage in front of the building on Narragansett Avenue will
consist of the CMS logo and will conform to the sign shown on the
rendering by Gates Leighton and Associates dated March 1999 (RIDOT
project);
4. Signage in the rear of the building will identify the pedestrian entry
and consist of the CMS logo and note the retail and customer services
available;
5. Parking spaces number 10 through 18 (along the lot line of lots 175 and
602) shall be redesigned to run east west to allow one handicap parking
space alongside the lighted rear entry walkway;
6. The parking lot surface shall remain a porous material such as the
existing shell surface;
7. Two shade trees shall be planted at east and west ends of the required
buffer to the parking lot along Knowles Court;
8. Applicant shall work with the abutting property owner and neighbor of
lot 174 regarding acceptable screening of the parking lot between lots 174
and 175;
9. The site plan shall be redrawn to depict the above changes and
submitted for review by the Town Planner and approval signature by the
Chair."

In approving this Development Plan the Planning Commission recognizes that
there will be overlap between marina customers and customers using 20
Narragansett Avenue facilities.
      In addition the Planning Commission recognizes that the application
requires variances to Article 12 of the Zoning Ordinance and makes the
following recommendation to the Jamestown Zoning Board:  "To recommend
that the necessary variances be granted for parking for the development
and parking plan for 20 Narragansett Avenue."

VI.  Old Business
1.  Comprehensive Plan - Update - Land Use Element, Economic Development
Element, Wildlife and Vegetation, Future Needs, Action Plan 
Due to the late hour Commissioner Hubbard asked that the board table this
issue until the next meeting, and the board agreed.
2.  Proposed Zoning Ordinance Amendment - Continued Discussion  - Water
Related Uses
A motion was made by Commissioner Hubbard and seconded by Commissioner
Barker to change Section 314 regarding leasing of slips, to change 10%
down to 5%.
      Commissioner Webster commented he felt 3% would be better,
Commissioner Hubbard amended the motion to 3%.  So voted:

                       Motion passes by a vote of 6-2

A motion was made by Commissioner Webster and seconded by Commissioner
Girard to add to Section 314, occasional use of piers for cruise or tour
boats may be allowed with approval from the Town Council.  So voted:

Michael Smith - Aye       Mary Brennan - Nay
Rob Lambert - Nay         Dennis Webster - Aye
Sue Barker - Aye       Michael Schnack - Aye
                       Motion passes by a vote of 6-2

A motion was made by Commissioner Hubbard and seconded by Commissioner
Girard to send the Zoning Ordinance Amendment - Water Related Businesses
with the approved Ferry Ordinance to the Town Council.  So voted:

Michael Smith - Aye       Mary Brennan - Aye
Rob Lambert - Aye         Dennis Webster - Nay
Sue Barker - Aye       Michael Schnack - Aye
                       Motion passes by a vote of 7-1

Commissioner Hubbard read a letter from former Commissioner Arthur Milot
and recommended that the board request a Certificate of Appreciation for
Commissioner Milot.  All in Favor.

Commissioner Barker commented that in the Land Use Section of the
Comprehensive Plan under groundwater quality that the recommendations from
Dr. Ann Veegers study be incorporated into the last page or the Action
Plan.

A motion to adjourn was made by Commissioner Girard and seconded by
Commissioner Brennan at 10:57 p.m.  All in Favor.
