PLANNING COMMISSION MINUTES
January 19, 2000
7:30 PM
 Jamestown Town Hall

The meeting was called to order at 7:33 p.m. and the following members
were present:

I.  Reading and Approval of Minutes from January 5, 2000
A motion was made by Commissioner Brennan and seconded by Commissioner
Barker to accept the minutes as written.  So voted:
Arthur Milot - Aye     Michael Smith - Aye
Rob Lambert - Aye      Mary Brennan - Aye
Sue Barker - Aye       Michael Schnack - Aye
Gary Girard - Abstain
Motion passes by a vote of 6-0

II.  Correspondence
1.  FYI - Zoning Board of Review Agenda -  meeting 1-18-2000 - Received
and Acknowledged
2.  Notice of Public Hearing - Hearing on the draft State Housing Plan,
proposed as element 421 of the State Guide Plan.
      Received and Acknowledged
3.  DEM - Freshwater Wetlands Program - application of the Town of
Jamestown requesting permission to alter freshwater wetlands.
      Received and Acknowledged

III.  Citizen's Non Agenda Item

Commissioner Webster arrives at 7:36 p.m.

IV.  Reports
a.  Town Planner's Submitted Report
The Planner reported on the Tips project - Underground Utilities will not
be eligible for this project.
      The Planner reported on 2 additional Bike Path Proposals suggested
by the Town Council which include 

1. A Path that connects the Shores to the New Bridge.  

2. A Path that connects North Road (North Reservoir area) to the Downtown
(Conanicut Island Greenway).
      Commissioner Barker suggested that we change the name from Bike Path
to Greenway which means biking, walking, strolling, horses etc. 
Commissioner Webster stated that we should attempt to complete these
projects since it is strongly supported in the Comprehensive Plan and also
suggested that the Town Council hold a workshop to see if the community
wants this.
      A motion was made by Commissioner Webster and seconded by
Commissioner Brennan to recommend to the Town Council that the Planning
Commission strongly supports a Greenways Project to include 

1. A path parallel to Beavertail Road.  

2. A path from the Shores to the New Bridge. 

3. The Conanicut Island Greenway.

So voted:

Motion carries by a vote of 7-1

a.  Town Committees
Commissioner Webster reported that the Harbor Management Committees'
budget hearing is tonight.
The Planner reported that the Water Resource Protection Committee met for
the first time today.

b.  Sub Committees
Commissioner Barker reported that at the last meeting of the Wastewater
Management Committee they are working on an ordinance that will be
presented to the Town Council regarding the testing of Septic Systems.

Commissioner Girard asked the board to consider a time frame for reviewing
the Comprehensive Plan so that the meeting will end by 10:00 p.m.  All in
Favor.

V.  Old Business
1.  Madden Minor Subdivision - Review and Action
A motion was made by Commissioner Webster and seconded by Commissioner
Brennan to table this issue until we receive a recommendation from the
Town Solicitor.  All in Favor.

2.  Blueberry Hill - Final Approval
Commissioner Milot Recused himself.
A motion was made by Commissioner Webster and seconded by Commissioner
Smith to retroactively Approve the Final Subdivision Plan.  So voted:

Mary Brennan - Aye     Rob Lambert - Aye
Dennis Webster - Aye      Sue Barker - Aye
Michael Schnack - Aye
Motion carries by a vote of 7-0

3.  Proposed Zoning Ordinance Amendment-Continued Discussion of Water
Related Businesses
Discussion ensued regarding Water related businesses to be regulated in
the CW District and the Commissioners that had not responded yet gave
their input.
     Commissioner Schnack brought up the issue of regulating uses in CD
also, Commissioner Webster agreed. 
Commissioner Hubbard arrives at 8:15 p.m.                                 
                                                                          
                                                                          
        It was discussed that Charter Fishing Boats should be split into
Large and Small boats, and to add Individual Boat Use to Kayaks.
      Commissioner Girard suggested continuing discussion at the next
meeting starting with where we left off so that we can review the
Comprehensive Plan.

2.  Comprehensive Plan - Circulation and Cultural & Historical Elements
      Commissioner Brennan presented her review of the Circulation Section
and noted that the dates and numbers needed to be updated regarding new
projects that have been completed.  The exact changes will be given to the
Planner.
      Commissioner Girard presented his review of the Cultural and
Historical Section and the board stated that the Beavertail Lighthouse
Association should be mentioned under Beavertail Light.
      It was also mentioned that under Jamestown Windmill that the Summer
Tours sponsored by the Historical Society of Jamestown should be included.
 Commissioner Girard made comment of some changes that will be forwarded
to the Town Planner.

VI. New Business

1.  Request to purchase Town Property from Paul Greenberg - AP 16 Lot 299
A motion was made by Commissioner Brennan and seconded by Commissioner
Barker to send a memo to the Town Council endorsing the recommendation
from the Conservation Commission to not sell AP 16 Lot 299 (Town Property)
to Paul Greenberg, an amendment to the motion made by Commissioner Brennan
and seconded by Commissioner Girard to send a letter  asking  the
Conservation Commission to look into placing easements on appropriate
properties on the "ineligible properties" list.  So voted:

Mary Brennan - Aye     Rob Lambert - Aye
Dennis Webster - Aye      Sue Barker - Aye

Motion passes by a vote of 8-1

2.  RI Turnpike and Bridge Authority - Newport/Pell Bridge lighting
A motion was made by Commissioner Brennan and seconded by Commissioner
Webster to send a letter to the Town Council stating that the Planning
Commission is not in favor of additional lighting on the Newport Bridge,
that it is beautiful the way it is and also that they feel this is
frivolous use of toll money.  So voted:

3.  Request from RICRMC - discovery and designation of right-of-ways
.     The Planner will forward a report to CRMC and this will be added to
The Action Plan - Future needs section.

A motion to adjourn was made by Commissioner Hubbard and seconded by
Commissioner Girard.  All in Favor.
