JAMESTOWN TOWN COUNCIL
JAMESTOWN, RHODE ISLAND
May 17, 1999
(as amended on May 24, 1999)

A special meeting of the Jamestown Town Council was called to order at the
Jamestown Philomenian Library, 26 North Road, at 7:38 PM by Town Clerk,
Arlene D. Kalooski. The following newly elected members were present:

Craig A. Amerigian
Kenneth G. Littman
David J. Long
Bruce W. McIntyre
David Swain

Also present were:
Maryanne Crawford, CPA, Town Administrator/Finance Director
Steven J. Goslee, Public Works Director
Thomas Tighe, Police Chief
Arthur J. Christman, Fire Chief
MaryJo Carr, Esq., Town Solicitor
Richard Allphin, Zoning Vice Chair

The Town Clerk announced the certification of the results of the election
held on May 5, 1999:

The Honorable Justice Francis J. Darigan administered the oaths of office
to the Council, School Committee members and the Moderator.
      The Town Administrator distributed the certificates of election to
the newly elected Council and other officials.

The Town Clerk called for nominations for Council President.
       It was moved by Councilor Littman, seconded by Councilor Amerigian
to nominate David J. Long as Jamestown Town Council President.  There
being no other nominations, the Town Clerk put the motion to a vote; so
unanimously voted.

It was moved by Council President David J. Long, seconded by Councilor
McIntyre to nominate Kenneth G. Littman for Vice President of the Council.
 There being no further nominations, the Council President called for a
vote; so unanimously voted.

It was moved by the Council President, seconded by Councilor Littman to
hold the regular Town Council meetings on the first and fourth Monday of
each month at 7:00 PM; so unanimously voted.

It was moved by the Council President, seconded by Councilor McIntyre to
hold the Board of Water and Sewer meetings on the third Monday of each
month at 7:00 PM; so unanimously voted.

It was moved by Council President, seconded by Councilor Swain to
reappoint the present Probate Judge, J. Peter McGuirl; so unanimously
voted.

It was moved by Council President, seconded by Council McIntyre to table
the appointment for the Town Sergeant until the clerk provides the Council
with a description of this position; so unanimously voted.

It was moved by Council President Long, seconded by Councilor Littman to
request that the present Town Solicitor remain for sixty days, while the
Council accepts applications from interested individuals; so unanimously
voted.  It was moved by the President, seconded by Councilor Littman to
take applications for the Town Solicitor until June 1, 1999, with the
final decision to be made by the Council on July 26, 1999; so unanimously
voted.  The Town Administrator inquired if advertising would be needed for
this position.
      Councilor McIntyre stated that this position has historically been
an appointment by the Town Council and would not require a formal request
for proposal (RFP).  

Council President suggested to the Council that the selection of Council
liaisons on the following committees be tabled until the next Council
meeting on May 24, 1999.
       Additionally, the Council President requested that Council members
state which committees would be of interest to them.

It was moved by Councilor McIntyre, seconded by Councilor Long to appoint
David Swain as Council liaison on the Fort Wetherill Committee; so
unanimously voted.

After discussion on the Street Light Committee and the vague charge of
that committee, it was  suggested by the Town Administrator that the clerk
provide the Council with additional information on that committee.
      It was moved by Councilor McIntyre, seconded by Council President to
defer decision on this until the Council has reviewed the specific charge;
so unanimously voted.

There being no further business, it was moved by the Council President,
seconded by Councilor Swain to adjourn the meeting at 8:05 PM; so
unanimously voted.
