BOARD OF WATER AND SEWER COMMISSIONERS
  JAMESTOWN, RHODE ISLAND
  JULY 8, 1997

A special meeting of the Board of  Water and Sewer Commissioners was
called to order by Commission President Craig A. Amerigian at the
Jamestown Community Center, 41 Conanicus Avenue at 7:08 PM.
     The following members were present:
  David E. Dolce, Vice President
  William H. Murphy
  Fred F. Pease
  Ellicott Wright

Also present were:
  Frances H. Shocket, Town Administrator
  Theresa C. Donovan, CMC, Town Clerk
  Steven J. Goslee, Public Works Director
  Quentin Anthony, Esq., Town Solicitor
(Absent: Kimberly Turcone, Water & Sewer Board Scribe)

Mr. Goslee stated water consumption over the last three days has been
350,000 gallons per day, which is essentially a nonstop drain on the
supply.
     He stated the North Reservoir is down 18 inches and the South Pond is
down also, although that is not being used to supplement the water supply
at this point.
     Motion by Commissioner Wright, seconded by Commissioner Dolce to
adopt the following regulations:

  WATER CONSERVATION REGULATIONS
  MAY TO NOVEMBER

Over capacity (running overboard) - no measures

1.   Top of spillway to -6": Public notification - voluntary conservation;
ban outside water sales.

2.   -6" to -1': Restrict outside water use to odd/even days for
residential use.

3.   -1' to -3': Ban lawn watering, ban residential car washing, boat
washing (except for approved boat washing conservation plans), filling of
swimming pools; limit garden watering to hand watering on odd/even days
for a maximum of 15 minutes.

4.   -3' to -4': Reduce pressure 5 psi; ban all outside residential water
use.

5.   -4' to -5': Reduce pressure 5 psi; all water use at marinas for
potable water only; begin commercial car wash and other non-essential
commercial use restrictions.

6.   -5' and below: Reduce pressure 5 psi; continue restrictions on all
non-essential water use.

Mr. Goslee: The only way to get the effect of full pressure once reduction
in the psi has begun is through point of use fixtures, such as
conservation shower heads; at Fort Getty, there are  no on site septic
systems; since the campers have to haul and dump little holding tanks,
they tend to be self limiting; the public bathrooms have low flow toilets.
     Ms. Shocket: They would be under the same regulations for outdoor
water use as other water customers.
     Mr. Goslee: We can post notice at the guard house and distribute
flyers at check in.
     Motion so unanimously voted. Mr. Anthony: To send a message to the
residents and so it can be enforceable, the Town Council can call special
session by unanimous vote and adopt an emergency ordinance; under state
law, you have the authority to set the fine for an amount not to exceed
$500, and leave the latitude with the judge.
     (At 7:28 PM, the Town Council entered emergency session, the minutes
of which are a separate document; the Water and Sewer Commissioners
meeting resumed at 7:31 PM.)

  Adjournment

There being no further business before the Board, motion by Commissioner
Pease, seconded by Commissioner Wright to adjourn the special meeting at
7:32 PM. So unanimously voted.
