TOWN COUNCIL
  JAMESTOWN, RHODE ISLAND
  MAY 19, 1997

A special meeting of the Jamestown Town Council was called to order at the
Town Hall, 93 Narragansett Avenue at 7:45 PM by Town Clerk Theresa C.
Donovan, CMC. The following newly elected members were present:

  Craig A. Amerigian
  David E. Dolce
  William H. Murphy
  Fred F. Pease
  Ellicott Wright

Also present were:

  Frances H. Shocket, Town Administrator
  Steven J. Goslee, Public Works Director
  Arthur J. Christman, Fire Chief
  James A. Donnelly, Esq., Town Solicitor

Ms. Donovan announced the certification of the results of the election
held on May 7, 1997:

Lieutenant Governor Bernard A. Jackvony administered the oaths of office
to the Council, School Committee members and the Moderator and distributed
their certificates.

Ms. Donovan called for nominations for Council President. Motion by
Councilor Dolce, seconded by Councilor Pease to nominate Councilor
Amerigian as President.
     Hearing no other nominations, Ms. Donovan put the motion to a vote;
so unanimously voted. The gavel and meeting were turned over to Council
President Amerigian.

Motion by Councilor Murphy, seconded by Councilor Pease to nominate
Councilor Dolce as Vice President.
     Hearing no other nominations, Council President Amerigian put the
motion to a vote; so unanimously voted.

Motion by Councilor Murphy, seconded by Councilor Wright that regular
meetings of the Council be held on the second and fourth Monday of each
month at 7:30 PM, with work sessions at the call of the Council.
     So unanimously voted.

Motion by Councilor Pease, seconded by Councilor Murphy that the Town
Council will meet as a Board of Water and Sewer Commissioners on the third
Monday of each month at 7:30 PM, and to also conduct any other Council
business as it may occur. So unanimously voted.

Motion by Councilor Murphy, seconded by Councilor Pease to postpone
nominations for Town Solicitor for two weeks to allow advertisement in the
Newport Daily News and The Jamestown Press for solicitation of proposals
from interested individuals, with responses due May 29 to be considered
during a special meeting for that purpose to be held on June 2, said
responses to include applicant's resume, hourly rate, willingness to work
within the budget cap and an  understanding that the Town may retain
special counsel for certain circumstances that might arise.
     So unanimously voted.

Motion by Councilor Amerigian, seconded by Councilor Dolce to postpone
nominations for Probate Judge for two weeks to allow advertisement in the
Newport Daily News and The Jamestown Press for solicitation of proposals
from interested individuals, with responses due May 29 to be considered
during a special meeting for that purpose to be held on June 2, said
responses to include applicant's resume, hourly rate and  willingness to
work within the budget cap. So unanimously voted.

Motion by Councilor Amerigian, seconded by Councilor Dolce to nominate
Charles F. McSoley for the position of Town Sergeant. There being no
further nominations, motion so unanimously voted.

Motion by Councilor Murphy, seconded by Councilor Wright that Councilor
Pease continue as the Council member on the Harbor Management Commission,
if he is willing to do so.
     Councilor Pease agreed. Motion so voted by 4 in favor, none opposed
and Councilor Pease abstaining.

Motion by Councilor Murphy, seconded Councilor Pease to appoint Councilor
Wright to the Street Light Committee.
     So unanimously voted. Motion by Councilor Wright, seconded by
Councilor Pease to appoint Councilor Murphy to the committee.
     So unanimously voted.

Motion by Councilor Dolce, seconded by Councilor Pease to appoint Council
President Amerigian as Council liaison to the Water Study Committee.
     Councilor Pease: When former Councilor Liberati indicated he would
not seek reelection, I asked if he would stay in some capacity on the
committee since he was its chair since its inception; I think it would be
good to add to the membership by replacing him as Council liaison, but not
displacing him as a member.
     Council consensus: expand the committee by one member if Mark E.
Liberati is willing to continue to serve.
     Motion so voted by 4 in favor, none opposed and Council President
Amerigian abstaining.
     Council President Amerigian: The Groundwater Quality Study Committee
does not have a Council liaison; I think it needs the same attention as
the Water Study Committee.
     Motion by Councilor Murphy, seconded by Councilor Pease to establish
a Council liaison to the Groundwater Quality Study Committee.
      So unanimously voted. Motion by Councilor Murphy, seconded by
Councilor Pease to  nominate Councilor Dolce as liaison.
     There being no further nominations, motion so voted by 4 in favor,
none opposed and Councilor Dolce abstaining.

Memorial Day Exercises: Edwin Connelly referred to the invitation to the
Council from the American Legion Arnold-Zweir Post 22 to participate in
the parade and dedication of the new Veterans Monument on May 26; he also
suggested that a proclamation be prepared for the ceremony.
     Motion by Councilor Pease, seconded by Councilor Murphy that Mr.
Connelly work with the Clerk to develop a resolution to honor Jamestown's
veterans for presentation during the dedication ceremony. So unanimously

There being no further business before the Council, motion by Councilor
Pease, seconded by Councilor Wright to adjourn the special meeting at 8:08
PM. So unanimously voted. (After a brief recess, Council reconvened as a
Board of Water and Sewer Commissioners.)
