TOWN COUNCIL
  JAMESTOWN, RHODE ISLAND
  March 5, 1996

An emergency meeting of the Jamestown Town Council was called to order at
the Town Hall, 93 Narragansett Avenue, at 6:08 PM by Council President
Fred Pease.
     (The meeting was called by a majority of Council at the conclusion of
the emergency executive session immediately preceding.) The following
members were present:
  Paul A. Robertson, Vice-President
  Richard A. Hines
  Mark E. Liberati
  Steven M. McInnis

The only others present were:
  Frances H. Shocket, Town Administrator
  Theresa C. Donovan, CMC, Town Clerk
  Maryanne Crawford, Finance Director
  James A. Donnelly, Town Solicitor

Motion by Councilor McInnis, seconded by Councilor Robertson to seal the
minutes of the executive session immediately preceding this meeting.
     So voted.

  Collective Bargaining

Motion by Councilor McInnis, seconded by Councilor Hines to approve the
police union (IBPO) contract as a two-year agreement with a 3% salary
increase in the first year, a 2% increase on March 1, 1997 and 2% increase
on September 1, 1997, with a 20% copayment agreement on medical premiums
for new hirees, and clarification that salaries are calculated on 26 pay
periods per year to arrive at the biweekly pay amount, and all other
issues as negotiated by the Administrator and Daniel Kinder, Esq.. So
voted.

Motion by Councilor McInnis, seconded by Councilor Hines to approve the
clerical union (NAGE) contract as a two-year agreement with a 3% salary
increase in the first year, a 2% increase on March 1, 1997 and 2% increase
on September 1, 1997, with a 20% copayment agreement on medical premiums
for new hirees, and clarification that salaries are calculated on 26 pay
periods per year to arrive at the biweekly pay amount, and all other
issues as negotiated by the Administrator and Daniel Kinder, Esq.. So
voted.

Motion by Councilor McInnis, seconded by Councilor Hines to approve the
public works union (SEIU) contract as a two-year agreement with a 3%
salary increase in the first year, a 2% increase on March 1, 1997 and 2%
increase on September 1, 1997, with a 20% copayment agreement on medical
premiums for new hirees, and clarification that salaries are calculated on
26 pay periods per year to arrive at the biweekly pay amount, and all
other issues as negotiated by the Administrator and Daniel Kinder, Esq..
So voted by 4 in favor, none opposed and Councilor Robertson abstaining.

Motion by Councilor McInnis, seconded by Councilor Hines to authorize the
Council President and Administrator to sign all three labor contracts
consistent with these approvals. So voted.

  Financial Town Meeting

Budget Amendment: Motion by Councilor Liberati, seconded by Councilor
McInnis to approve amendment to the Town Council 1996/7 Budget, changing
the Total Town Government budget to $4,680,555.26. So voted.

Motion by Councilor Liberati, seconded by Councilor McInnis to approve
amendment to the Town Council 1996/7 Budget, changing the Total School
Department budget to $5,757,195.00. So voted.

Motion by Councilor Liberati, seconded by Councilor McInnis to approve
amendment to the Town Council 1996/7 Budget, changing the Total Town and
School budget to $10,437,750.26. So voted.

Council authorized the Administrator to copy and distribute an addendum
sheet reflecting the foregoing changes to the voters gathered at the
financial town meeting scheduled to begin at 7:00 PM.

  Adjournment

There being no further business before Council, motion by Councilor
McInnis, seconded by Councilor Robertson to exit the special session at
6:37 PM. So voted.
