FINANCIAL TOWN MEETING

  JAMESTOWN, RHODE ISLAND

  March 4, 1996

The annual financial town meeting was called to order by Gloria Dahl,
Esq., Town Moderator, at 7:06 PM at the Jamestown School, 55 Lawn Avenue.
The following Town Council members were present:
  Fred F. Pease, Council President
  Paul A. Robertson, Vice President
  Richard A. Hines
  Mark E. Liberati

Also present were:

Motion by Councilor Hines and seconded to waive the reading of the warrant
and its resolutions (copy attached hereto) since they are printed in their
entirety in the budget handout as printed in the February 15, 1996 issue
of The Jamestown Press.
     There being no request for discussion, motion was put to a voice
vote, which carried unanimously.

Council President Pease addressed the assembly of one hundred thirty (130:
eventual total) qualified electors; Council is proposing a budget of just
over $10,437,000 with a few amendments as detailed in a handout provided
tonight; there is a $128,000 salary increase as a result of union
contracts settlement, but we gained $15,000 in special legal fees which
will not need be required since the Jamestown Land Company suit was
settled; we are also including $70,000 toward the new fire truck; the
surplus will remain intact at about $800,000, a level recommended by
bonding agencies for the municipality to be considered fiscally sound; the
result of all this is a tax rate of $14.42 per thousand, which is a
reduction of $.15, and still includes the money toward the fire truck and
a contingency fund of $200,000 toward a new heating system for this
school.

School Committee Chair Carl addressed the assembly; Jamestown students
placed first in the South County area in writing and mathematics tests;
North Kingstown, where our students attend high school, placed second;
Jamestowners comprise a high percentage of the honor roll students at
North Kingstown High School; two of our Odyssey of the Mind teams won the
state championship to go to the world competition; one of our teams placed
fifth in the world; we have music productions throughout all grades from
first through eighth; we have band students that participated in the all
state competition; we continue to offer the after school Chance to Dance
program; our junior high sports teams are doing very well; our lunch
program is great success since the State ceased participation; the
mathematics and science night was well attended; we are very pleased with
these many accomplishments; the boiler needs replacement as it is 41 years
old and has had numerous repairs; if it fails during the winter, it will
force closure of the school; we are adding one half time art teacher, plus
one new classroom teacher due to an increase in the number of students;
there are approximately 75 students in the eighth grade instead of the
usual 50; we are asking the voters for continued support.

The Moderator announced ground rules for the meeting: be courteous,
concise and considerate, while confining your remarks to the pending
motion or amendment; although our meeting is guided by parliamentary
procedure, we are bound by RI general laws, which may differ ie.
     a member of the floor cannot call the question (anyone wishing to be
heard on pending matter must be heard); the law also states that a paper
ballot motion must be seconded by 1/5 of the voters present (procedure
described); voice votes will be requested, with a show of hands or
standing (division of the house), if necessary; if an amendment to a
motion is proposed, the amendment must be voted upon first before
returning to the main motion on the floor; speakers must go to microphone,
and state their name and address for the record; try to limit your time at
the microphone to 3 minutes so everyone has a chance.

Motion by Councilor McInnis and seconded to approve the total School
Department budget, as amended by this evening's amendment handout sheet,
for a total of $5,757,195.00. There being no request for discussion,
motion was put to a voice vote, which carried unanimously.

Motion by Councilor Liberati and seconded to approve the total Town
Government budget of $4,680,555.26. There being no request for discussion,
motion was put to a voice vote, which carried unanimously.

Motion by a member of the audience and seconded to approve the total Town
Government budget and the total School Department budget in their totality
for a grand total of $10,437,750.26. There being no request for
discussion, motion was put to a voice vote, which carried unanimously.

Motion by a member of the audience and seconded to waive the reading of
the resolutions.
     There being no request for discussion, motion was put to a voice
vote, which carried unanimously.

Motion by Councilor McInnis and seconded to approve Resolutions #1 (sewer
line frontage tax rate of $.55 per linear foot), #2 (borrowing in
anticipation of taxes not to exceed $1,000,000) and #3 (disposition of
collected back taxes) as printed in the budget handout.
     There being no request for discussion, motion was put to a voice
vote, which carried unanimously.

Motion by Councilor McInnis and seconded to approve Resolution #4 (setting
the tax rate) by inserting figures to read "not less than $14.42, nor more
than $14.67 per thousand dollars of assessed valuation" in the blanks.
There being no request for discussion, motion was put to a voice vote,
which clearly carried.

There being no further business before the assembly, motion made and
seconded to adjourn the Financial Town Meeting at 7:26 PM. So voted.
