JAMESTOWN TOWN COUNCIL

May 19, 2003

A special meeting of the Jamestown Town Council was called to order at the Jamestown Philomenian Library, 26 North Road, at 7:00 PM by Town Clerk, Arlene D. Kalooski. The following newly elected members were present:

ANNOUNCEMENT OF ELECTION CERTIFICATION; INTRODUCTION OF HONORABLE JUSTICE FRANCIS J. DARIGAN

The Town Clerk announced the certification of the results for the election held on May 2, 2001:

ADMINISTRATION OF OATHS AND PRESENTATION OF CERTIFICATES

The Honorable Justice Francis J. Darigan administered the oaths of office to the Council, School Committee members and Town Moderator. The Town Administrator assisted in the distribution of the Certificates of Election to the newly elected Town Council and other officials.

SELECTION OF COUNCIL PRESIDENT AND VICE-PRESIDENT

SELECTION OF TOWN COUNCIL PRESIDENT

The Town Clerk called for nominations for Council President. It was moved by Councilor DiGiando, seconded by Councilor Long to nominate Kenneth G. Littman as Town Council President. There being no other nominations, the Town Clerk put the motion to a vote; so unanimously voted.

SELECTION OF TOWN COUNCIL VICE PRESIDENT

It was moved by Councilor DiGiando, seconded by Councilor Ferguson to nominate David J. Long as Town Council Vice President. There being no other nominations, the Council President put the motion to a vote; so unanimously voted.

PROCEDURAL VOTES

TOWN COUNCIL MEETINGS

It was moved by Councilor Long, seconded by Councilor Settipane to hold the regular Town Council meetings at the Jamestown Philomenian Library on the second and fourth Monday of each month at 7:00 PM, except when there is a Monday holiday when it will be on the Tuesday following. So unanimously voted.

BOARD OF WATER AND SEWER COMMISSION MEETINGS

It was moved by Councilor Settipane, seconded by Councilor Long to hold the Board of Water and Sewer meetings at the Jamestown Philomenian Library on the third Monday of each month at 7:00 PM, except when there is a Monday holiday when it will be on the Tuesday following. So unanimously voted.

TOWN SOLICITOR

Douglas R. DeSimone requested that the Council accept the resignation of DeSimone and Leach as Town Solicitor. Mr. DeSimone thanked the Council for the opportunity to serve them and offered to remain until such time as the Council is able to appoint a new Town Solicitor.

Following a discussion by the Council, it was moved by Council President Littman, seconded by Councilor DiGiando to advertise the position of Town Solicitor and until a new Town Solicitor is appointed, the law firm of DeSimone and Leach will continue as Town Solicitor. So unanimously voted.

PROBATE JUDGE

It was moved by Councilor DiGiando, seconded by Councilor Long to reappoint J. Peter McGuirl as Probate Judge for a two year term. So unanimously voted.

TOWN SERGEANT

It was moved by Councilor Settipane, seconded by Councilor Long to reappoint Fred Pease as Town Sergeant for a two year term. So unanimously voted.

COMMITTEE LIAISONS

Golf Course Advisory Committee

It was moved by Councilor Long, seconded by Councilor Settipane to appoint Councilor Ferguson as Council Liaison to the Golf Course Advisory Committee. So unanimously voted.

Harbor Management Commission

It was moved by Councilor Settipane, seconded by Councilor Long to appoint Councilor DiGiando as Council Liaison to the Harbor Management Commission. So unanimously voted.

Parking Committee

It was moved by Council President Littman, seconded by Councilor Long to appoint Councilor Ferguson as Council Liaison to the Parking Committee. So unanimously voted.

School Committee

It was moved by Councilor DiGiando, seconded by Councilor Long to appoint Councilor Settipane as Council Liaison to the School Committee. So unanimously voted.

Town Buildings and Facilities Committee

It was moved by Councilor Long, seconded by Councilor DiGiando to appoint Council President Littman as Council Liaison to the Town Buildings and Facility Committee. So unanimously voted.

Water Study Committee

It was moved by Councilor DiGiando, seconded by Council President Littman to appoint Councilor Long as Council Liaison to the Water Study Committee. So unanimously voted.

CONSENT AGENDA

It was moved by Councilor Settipane, seconded by Councilor DiGiando to accept the consent agenda as presented. So unanimously voted.

        It was moved by Councilor DiGiando, seconded by Councilor Long to accept the One Day Peddler License from Jamestown Lions Club and to waive the fee.

        It was moved by Council President Littman, seconded by Councilor Settipane to reconsider the motion to approve the One Day Peddler License for the Jamestown Lions Club. So unanimously voted.

        It was moved by Councilor DiGiando, seconded by Councilor Littman to approve the One Day Peddler license for the Jamestown Lions Club, subject to the resolution of debts, taxes and appropriate signatures and to waive the fee. So unanimously voted.

        Jamestown Community Band* 05/26/2003, 07/01/2003, 07/04/2003, 08/16/2003, 08/17/2003

        * request to waive fee of $5.00

        It was moved by Councilor Settipane, seconded by Councilor Long to approve the One Day Peddler license for the Jamestown Community Band, subject to the resolution of debts, taxes and appropriate signatures and to waive the fee for the following dates: 05/26/2003, 07/01/2003, 07/04/2003, 08/16/2003 and 08/17/2003. So unanimously voted.

      3. FORT GETTY PAVILION APPLICATION

It was moved by Councilor DiGiando, seconded by Councilor Long to accept the application for the Fort Getty Pavilion from the Jamestown Fire Department and to approve the waiving of the fee. So unanimously voted.

2) Narragansett Electric Company re: petition for a Solely-owned Pole placement; P80-2 on North Main Road (on agenda for Council approval and if favorable, refer to Public Works Director for administration)

It was moved by Councilor Settipane, seconded by Councilor Long to forward the application from Narragansett Electric Company to the Public Works Director for administration. So unanimously voted.

There being no further business, it was moved by Councilor Settipane, seconded by Councilor Ferguson to adjourn the regular meeting at 7:45 PM. So unanimously voted.
