A special meeting of the Jamestown Town Council was called to order at the Jamestown Philomenian Library, 26 North Road, at 7:32 PM by Town Council President Guy J. Settipane. The following members were present:

The document presented to the Council for their review was entitled "Summary of Proposed Changes 6/7/02". Following Council discussion on the Proposed Charter Amendments the following changes were requested:

Sec. 210 (page 2)

The council or any of its members shall not direct….

Remove: Paragraph is too restrictive

Sec. 410 (page 5)

The results of all engineering studies or similar work he performs for the town shall become the property of the town.


Sec. 417 (page 6)


Change to: patrol officers


….who shall serve at the pleasure of the chief of police

Add: , and with the approval of the town administrator, part-time employees, as directed by the chief of police.

Sec. 419 (page 7)

The finance director shall…. financial control.

Add: and the responsibilities required to exercise financial budgetary control over each town office and department

The duties of the Finance Director shall include the following:….

Sec. 420 (page 9)

The Duties of the Personnel Board shall include….

Add: 4) To hear grievances and may render advisory opinions based on its findings to the town administrator with a copy to the aggrieved employee

5) To submit its recommendations to the town administrator who shall forth-with submit the recommendations of the personnel board, together with the town administrator’s comments and recommendations, to the town council.

Should none of the vote getters…. appoint a member.

Add: each to hold office for a term of five (5) years. In addition there shall be three (3) alternates appointed by the town council each to hold office for a term of one (1) year. The alternate members shall sit as voting members according to the procedure dictated by state law.

It was the consensus of the Council that the above changes be reviewed at the July 8, 2002 Council meeting.

There were other areas of discussion; however, no decision was made to include these items in the list of proposed charter amendments. The following were discussed for possible future consideration:

It was moved by Council President Settipane, seconded by Councilor Willis to discharge the Charter Review Committee with gratitude for their service. So unanimously voted.

There being no further business, it was moved by Council President Settipane, seconded by Councilor Willis to adjourn the meeting at 9:40 PM. So unanimously voted.
