Administrator's Report
1. Enclosed with
this report are correspondence received in my office since the last Council
Meeting. I have enclosed them with this report for your review and information.
There are a few of them that I would like to call to the Council's attention:

is a letter from Larry Parks providing the Council with copies of deeds and
easements for the donated properties that the Council has voted to turn over to
the Conanicut Land Trust. Larry is recommending that the Council vote to
authorize the Town Administrator to execute these documents on behalf of the
Town. I would ask the Town to take this action at Monday's meeting.
d. Larry Parks
provided me with a copy of the North Kingstown Ordinance that provides for a
tax exemption for totally disabled persons. Larry feels that a deaf individual
could be covered under this statute if they can prove to be totally disabled. I
believe this is what the Council requested. If acceptable to the Council, I
will draft a similar Ordinance for the Town of
2. As some of you may be aware, the USGA 2006
U.S. Women's Open Championship will be held at the Newport Country Club from
3. Members of the Incentive Committee have
been working over the last several months to develop an Incentive Plan for
members of the Jamestown Emergency Medical Services. Enclosed with this report
(Item F) is the proposed plan. Basically, it would authorize the expenditure of
$60,000.00 as an incentive for both the Drivers and EMT's.
The only issue left to resolve would be the compensation of the JEMS Director.
I will review this matter over the next couple of months and bring back a
formal recommendation to the Council. I would ask the Council to approve this
Plan at Monday's meeting.
4. Related to this Incentive Plan is the
proposal to increase the Property Tax Exemption for both members of the
Volunteer Fire Department and Jamestown Emergency Medical Services from
$50,000.00 to $75,000.00. I have enclosed the proposed legislation (Item G)
with this report for your consideration. It also officially changes the name in
the legislation from the Jamestown Ambulance Association to Jamestown Emergency
Medical Services. If acceptable, I would request that the Council vote to
approve this legislation at Monday's meeting and submit it to the Legislature
for approval.
5. There will be two Household Hazardous Waste
